Portsmouth City Council the “Council” in collaboration with the Eastern Solent Coastal Partnership (ESCP), is seeking to appoint a major coastal defence contractor to deliver a significant programme of works to provide new improved flood defences at Southsea seafront. The Council estimates that delivery of the scheme in its entirety may cost in the region of 95 000 000 GBP — 110 000 000 GBP. Whilst the Council cannot commit to a firm programme at this point a target date for start on site is March 2020. The Scheme divides Southsea frontage into 6 frontages which will be built in phases. Based upon the scheme envisaged within the planning application the Council forecasts that construction across all 6 frontages may take approximately 8 years to complete. The Council is targeting to have secured the successful partner contractor by 6.9.2019. Application is via completion of a Supplier Status Questionnaire (SSQ) and associated documentation which must be submitted by 24.5.2019 (14:00). Southsea is situated on the Southern coast of Portsea Island and is at significant risk of coastal flooding. Modelling has shown a present day 0,5 % Annual Exceedance Probability (AEP) (1 in 200 years) flood event would directly or indirectly affect 8 077 residential properties in the Southsea area, exposing 4 114 residential and 704 non-residential properties to inundation from coastal flood waters. For further information on the scheme, please visit: https://southseacoastalscheme.org.uk/ The Council estimates that construction cost of the scheme in its entirety may cost in the region of 95 000 000 GBP — 110 000 000 GBP. An Outline Business Case (OBC) for the Scheme was approved in 2017 to provide funding for the development of the pre-construction stage. The project is currently in the “Principal Design” Stage (RIBA Stage 3), which has developed the concept design into a planning level design solution. Following extensive public consultation the Council is on target to submit a planning application in May 2019. The funding for the construction stage of the project is dependent on a Full Business Case (FBC) for approximately 95 000 000 GBP being submitted and approved by the EA, Defra and HM Treasury. The principal design has been priced which highlights a funding gap of approximately 20 000 000 GBP. Whilst the Council cannot commit to a firm programme at this point a summary draft construction programme is provided below with a target date for start on site during March 2020. — Frontage 1: March 2020 — April 2021, — Frontage 4: April 2021 — October 2022, — Frontage 3: April 2022 — October 2023, — Frontage 5 and 6: October 2023 - October 2025, — Frontage 2: October 2025 — April 2027. The contractor will be required to work with the Council on a 2-stage open book basis with Early Contractor Involvement (ECI) provided as the first stage. It is envisaged that the contractor will be secured to deliver the works under an NEC4 Engineering Construction Contract (ECC) Option C with X22 (ECI) on a build only basis, however this is currently under review and will be defined within the tender pack. The Council will require the contractor to immediately engage in ECI activities in partnership with the Council and its appointed designer to assist the delivery of the first frontage. The Council will execute this procurement process in accordance with the “Restricted Procedure” as set out within the “Public Contracts Regulations (2015)” which encompasses an initial shortlisting phase prior to inviting tenders from the shortlisted contractors. In the interests of managing bidding costs for all parties the Council envisages shortlisting 3 and, in the event of minimal differences in scores, a maximum of 4 contractors only to take part in the tender stage.
