Tender description

The Council is seeking providers for a range of supported housing accommodation and support for young people who are aged 16-25 (or for Lot 2 16-29) and assessed as vulnerable by the children in need service and for who the local authority children’s services has a statutory duty. This includes children looked after aged 16-17; care leavers aged 18-25 and homeless young people aged 16-18. It is the Council’s intention to divide these requirements into 3 lots as follows: Lot 1: Supported Lodgings; Night Stop and Day Stop for Young People who are aged 16-25; Lot 2: Accommodation and Intensive Housing Management for Young People who are aged 16-29; Lot 3: Supported Housing accommodation and a floating support service for young people with complex needs who are aged 16-25. The Council reserves the right to award all or a combination of lots to the same contractor; however each lot must be priced independently of the others. We are seeking the provision of: — 15 supported lodging units in a host family setting, — a night stop service for a maximum of 1 000 bed nights, — a day stop service, subject to availability of places, up to a maximum of 150 days. The council is seeking the provision of a total 76 units of accommodation and intensive housing management for young people across Walsall. The units will be split across the Money Home Job Team (60 units) for those who are aged 16-29 and 16 units for children’s services who are aged 16-25. The primary purpose of the range of provision will be to prepare young people for independent living by building up their skills and resilience in areas such as payment of bills; education and employment or training. In addition we seek to commission providers who are able to provide a good service with a restorative practice approach enabling young people to better understand the relationship between their emotions and behaviours in a nurturing rather than a transactional setting. Our indicative understanding of the expected practices and processes related to restorative practice includes but is not limited to reflective practice amongst staff; training for staff based around understanding of strength based and relationship based interventions trauma and vicarious trauma; strengths-based assessments and communications and considerations of the physical environment and its effect on aspects like engagement, wellbeing and behaviour. The Council is seeking up to 21 units of accommodation for young people with high or complex needs comprising of 24/7 onsite support. These 21 units will be split as 11 for children’s services and 10 for Money Home Job Team. The Money Home Job Team in addition to their 10 accommodated units is also seeking floating support for up to an additional 5 young people per annum (or pro-rata equivalent) with complex needs to help them achieve skills needed to successfully sustain independent accommodation. We are seeking a provider who has the capacity and willingness to negotiate an increase in provision in the future should a need arise. As part of Lot 3 we are also seeking the provision of a floating support service to provide 9000 hours of support to young people. We welcome service providers to ether bid for this lot as a single provider or a consortium. However, the successful floating support provider will need to work in partnership with children’s services 16 allocated service users (see Lot 2).
