Tender description

The Council requires an urgent contract to support urgent delivery of a Housing Options System. The original tender was conducted in Oct 17 and awarded to the winning bidder in Feb 2018. The winning bidder agreed “GO Live” date of Sept 2018 for the full system. The homelessness module went live in April 18 but the remaining modules were not delivered by the agreed “Go Live” In March 2018 after a number of contractual breaches and a failure to deliver the full solution the Council agreed with the bidder to vary the contract and release the parties from the remaining contractual commitments. The homelessness module went live in April 18 but the remaining modules were not delivered by the agreed “Go Live” In March 2018 after a number of contractual breaches and a failure to deliver the full solution the Council agreed with the bidder to vary the contract and release the parties from the remaining contractual commitments. Taking into account the issues with using the open tender process to award this contract previously, a competitive procedure with negotiation would be needed to ensure the risk of non award or award to another vendor who cannot deliver the solution is minimised. A competitive procedure would take 6 months leaving the Council in a position where it cannot implement the allocations policy which was approved by the executive in Sept 17 and expected to be implemented by Sept 2018. The Council is unable to implement this policy without a technical solution, the current incumbent solution is not fit for purpose. The policy and technology implementation is already over due by 7 months. A competitive procedure and implementation will take 12 months, added to the 7 months delay to date this would delay the Council by 19 months, this is not acceptable and carries significant reputational risk. Civica have a mature and well developed solution that will only require a small amount of configuration to meet the needs of the Council, the Council has internal resources with Civica development skills. This will allow the Council to implement a solution within 6 months and to move at a fast pace utilising internal expertise and a Vendor with a significant pool of developers able to respond quickly and effectively to our needs.
