Brighton and Hove City Council are planning to procure a multi-contractor Framework Agreement for the delivery of major works to council housing and other stock with a term of 4 years. Major works include the delivery of larger projects for the council’s housing and other stock, using the Council’s capital investment programme; for example, refurbishments of blocks, cladding, structural works or whole estate works. These major works will be typically over 500 000 GBP in value. The framework will also deliver major works with a lower value including extensions, refurbishments of acquired properties and conversions of under utilised spaces into new homes. These major works will typically be under 500 000 GBP in value. This notice has been published in order to inform the market that the Council will be holding a market engagement event. The event will be held in Brighton on Wednesday 1.5.2019 and will be in the form of a brief (2-hour) morning session. The event will enable the Council to engage with the market in order to outline its aspirations and objectives, its current approach to procurement, and the outline timetable for establishing the framework. It will also provide the opportunity for the market to comment on the proposed framework structure, form of contract, KPI's, use of apprentices and other key elements in the hope that when the opportunity is advertised it will be attractive to the market, and thus help ensure a successful outcome. Individual contracts under the multi-contractor Framework Agreement for each major works project would be awarded to a contractor on the framework following a mini competition process. Lot 1 is likely to cover major works with a value under 500 000 GBP.
