The scope of the Piccadilly Line RCS upgrade is expected to include some or all the following items, financing, development, design, manufacture, supply, installation, integration, testing and commissioning of a new modern signalling system with associated service control facilities and infrastructure enabling that provides for: — replacement of ageing interlocking and wayside assets, — Automatic Train Control (ATC), Automatic Train Protection (ATP) and Automatic Train Operation (ATO), — Automatic Train Supervision (ATS) and Automatic Train Regulation (ATR), — Auxiliary Telecoms + Data Services, — infrastructure enabling works including, for example, signalling equipment rooms and cable route management. The target schedules for development and delivery of the RCS is for operation to commence in 2030 or earlier. LUL expects to create a long term relationship with the developer of that system beyond this date for the purposes of supporting LUL in managing the whole life costs of the RCS. London Underground Limited (LUL), an operating business of Transport for London, is upgrading the Piccadilly Line as part of its Deep Tube Upgrade Programme (DTUP). Following the order of new rolling stock, the next planned stage of the Piccadilly line upgrade is to introduce new Railway Control Systems (RCS), including signalling, in order to increase the performance and capacity of the line by 60 %. TfL has recently discontinued the procurement of a planned, four line DTUP signalling upgrade, as no certainty of capital funding from Government was available beyond 2020/21. While LUL plans to follow the roll-out of new trains on the Piccadilly line with new signalling and then to upgrade the rest of LUL’s deep Tube lines, such large scale investment is not possible without Government funding. Nevertheless, it is vital over the next few years for the underground to be upgraded if it is still to serve the needs of a modern London. This notice commences TfL’s preliminary market consultation on how to deliver a Piccadilly line RCS upgrade for a new era — a 21st century solution for a modernised TfL. To achieve this a step change in efficiency and productivity of railway system upgrades is required. TfL is committed to engaging with suppliers to explore new ways of working to achieve an affordable, cost effective solution with unprecedented levels of collaboration and innovation. In the meantime, TfL will continue to make the case to Government for the steady and sustained capital investment vital to a modern transport system. LUL aims to build on industry readiness — the capacity, capability and expertise to enable the adoption of new ways of working, build digital capabilities and maximise the benefits of the overall system.
