Tender description

The Authority wishes to procure an approved provider list for a High Needs Study Programme and also Supported Internships. A High Needs Study Programme is a person-centred programme which supports the young person to develop and progress, based on a clear understanding of how each person learns best, strategies that will help them achieve their goals, and the support they require within the learning environment. To access the HNSP, a young person must have an Education, Health and Care Plan (EHCP). A supported internship is one type of study programme specifically aimed at young people aged 16 to 24 who have an Education, Health and Care Plan (EHCP), who want to move into employment and need extra support to do so. The contract is for an initial period of 36 months, commencing 1.8.2019 — 31.7.2022. The Authority reserve the right to extend the APL for a further term of 12 months, commencing 1.8.2022 — 31.7.2023. The Authority is committed to developing a consistent fully integrated approach to local High Needs Study Programmes across the County to ensure the needs of those learners requiring such provision are met. The Authority will support a young person to access a High Needs Study Programme when there is no local provision that is adequate and sufficient in quantity that can meet the learner’s educational or training needs and that the assessment of the learner’s education or training needs, identified within an EHCP demonstrates that an essential element can only be provided by specialist provision. At this stage, the adult learning and skills service will source a suitable provider to deliver this element of the EHCP. The Authority also wishes to procure a service which will ensure North Yorkshire has an increased and appropriate offer of supported internship for young people aged 16-25 with SEND. A supported internship is one type of study programme specifically aimed at young people aged 16 to 24 who have an Education, Health and Care Plan (EHCP), who want to move into employment and need extra support to do so. They are intended to enable young people with learning difficulties and/or disabilities to achieve sustainable,paid employment by equipping them with the skills they need for work through learning in the workplace. Internships normally last for a year and include unpaid work placements of at least 6 months. Wherever possible, they support the young person to move into paid employment at the end of the programme. Students complete a personalised study programme which includes the chance to study for relevant substantial qualifications, if suitable, and English and maths to an appropriate level. Our requirements mirror the Department for Education’s national Supported Internship Guidance.
