Tender description

The Foreign and Commonwealth Office has estate property around the world (including the United Kingdom) and operates in over 250 different locations. The estate comprises Embassies and High Commissions (anything from a stand-alone, freehold building on a secure compound, to a fitted-out leased office in a multi occupied, high-rise building), visa offices, residences for heads of post and residential buildings for diplomats. Additionally there are individual “legacy” properties such as churches, cemeteries, etc. The Foreign and Commonwealth Office has a requirement for asset valuation services under a Framework Agreement on a worldwide basis. This Framework Agreement will be for a period of up to 4 years from the start Date (4 years is the maximum length permitted under OJEU rules). The framework is intended be tendered again in 2022 to ensure continuation from 2023/24. Please note services are for residential/non residential buildings. 1) The Estates and Security Directorate (ESD) of the FCO, on behalf of the Secretary of State for Foreign and Commonwealth Affairs, requires valuations, inspection and rent ceiling assessments of the FCO Estate and other government departments if required; 2) Valuation and inspection of 20 % of the estate is carried out on a rolling 5 year programme; 3) Valuation of the remainder of the assets is carried out on a desk top basis annually; 4) The valuations and rent ceiling assessments are to be carried out with a valuation date of 30th September of any year the framework is in place. The valuations as at 30th September must be reported to FCO asset management, central team by 6th October in the same year. The rent ceiling valuations for the same year as the asset valuations are to be carried out solely at the discretion of the FCO who reserves the right to withdraw this element of the commission at any time. 5) Impairment: Impairment Valuations are required in March of the Financial Year. The selected firm will be informed of the assets that require impairment valuations. 6) The Directorates’ (Regions) assets which require to be inspected are to be valued as at 30th September of any year the framework.
