Technical and Financial Adviser for the Mersey Tidal Project - Call off CCS - RM3745 - Lot 7

Tender description

The Liverpool City Region Combined Authority LCRCA are looking for a Technical and Financial Adviser ("Adviser") to develope a detailed Outline Business Case ("OBC") to be completed within a 12 month period following commencement of work by the Adviser. The project is to harness the huge tidal range of the River Mersey and its basin to produce power for the Liverpool City Region's businesses and citizens is recognised by Government in the Liverpool City Region Devolution Agreement dated 17 November 2015 ("Devolution Agreement"). As a consequence of entering into the Devolution Agreement, the Government has committed to providing support and guidance to the Liverpool City Region's development of a cost effective tidal power scheme. The OBC must be developed In line with the Green Book Supplementary Guidance on Delivering Public Value from Spending Proposals ("Treasury Guidance"), the CA has developed the following proposed "Five Case Model" for the OBC: o Purpose; o Strategic Case; o Economic Case; o Financial Case; o Commercial Case; o Management Case; o Conclusion.
