Tender description
The University has a requirement for a contract for planned and reactive maintenance of the Pelco CCTV system, including its servers, recording systems, cameras and related auxiliary equipment, workstations, video walls and related driver units, direct fibre optic transmission cables and related transmission/receiving equipment, CCTV columns and street pillar boxes including the equipment in the pillar boxes. The winning contractor may also be asked, from time to time, to install additional CCTV cameras, recorders, workstations, video walls/monitors/displays, cabling and TX/RX equipment to extend the system. This contract is for the planned and reactive maintenance of Pelco CCTV system, including its servers, recording systems, cameras and related auxiliary equipment, workstations, video walls and related driver units, uninterruptible power supply units, direct fibre optic transmission cables and related transmission/receiving equipment, CCTV columns and street pillar boxes including the equipment in the pillar boxes. Planned maintenance will consist of quarterly planned visits to carry out functional checks, cleaning, aiming and focusing and firmware updates to all cameras on our system; functional checks, cleans and firmware updates to all server, recorder and workstation equipment; operational and functional checks to all street pillar boxes and columns, TX/RX equipment and auxiliary equipment. Initially this will be carried out in Glasgow city centre John Anderson Campus, Advanced Forming Research Centre (AFRC) based in Inchinnan, Renfrewshire and at the Power Network Demonstration Centre (PNDC) in Cumbernauld. We have invested in ~20 new cameras to be installed during the first round of maintenance visits to replace existing static fixed view cameras. The winning contractor may be asked, from time to time, to install additional CCTV cameras, recorders, workstations, video walls/monitors/displays, cabling and TX/RX equipment to extend the system as required. Where discrete building projects are undertaken within the University which involve elements of CCTV installation, the project may use a specialist contractor to supply and install the CCTV system elements related to that project, however the winning supplier of this contract should be specified as final integrator and commissioning engineer when these elements are added to the central CCTV system. The Andersonian library currently has a discrete CCTV system. This is to be replaced with a new IP CCTV cameras and suitable recording equipment, into the central CCTV system. The Wolfson centre is starting a major refurbishment which will include approximately 24 new CCTV cameras and recording equipment, this will need integrated into the central CCTV system around February 2020. The teaching and learning facility will include approximately 54 new cameras and associated recording equipment, which will require integration around June 2020. There are other large new build projects which are also in the planning stages which will involve significant amounts of CCTV infrastructure over the next 4 years. The winning bidder must: 1) Experience of installing and maintaining Pelco Videoxpert CCTV systems; 2) Demonstrate a suitable number of fully trained engineers and technicians, trained in CCTV systems with specialist training on Pelco Videoxpert systems and ideally network installations and configuration; 3) Have a quality system, ideally audited to BS EN 9001 or equivalent; 4) Hold membership of SSAIB or NSI NACOSS Gold (for security and CCTV systems) or equivalent; 5) Show relevant experience of working for similar complex organisations, carrying out similar works to this contract, and able to provide reference contacts for those organisations; 6) Demonstrate knowledge and understanding of Health and safety while working in a similar complex environment and demonstrate how you ensure risks are minimised whilst discharging works; 7) Have a call out/job management system with a 24 hour a day/7 day a week helpline as a first point of contact to log faults and engage the contractor to attend site; 8) Respond to call outs within 4 hours of initial call out with a suitably qualified person(s) and equipment to remedy faults within the contractual timescales.
