Depot Control System (DCS) Requirements Summary LUL is seeking to replace legacy signalling within its Depots with a Commercial Off The Shelf (COTS) Programmable Logic Controller (PLC) based DCS solution. LUL is seeking to ensure that the system is fully reconfigurable, in order to ensure that: — it can be deployed in multiple depots with minimal customisation and interface with legacy infrastructure where required, and — minor enhancements to the depot configuration can be implemented using internal resources. The first Depot for deployment is Northumberland Park Depot (NPD) under the DCS Project. Depot Control System Project Background and Scope Northumberland Park Depot on the Victoria Line is selected as the first tube depot to be upgraded under this project. The Victoria Line was constructed during the 1960s. To support the provision and maintenance of trains for the Victoria Line a maintenance depot was constructed at Northumberland Park. This depot is equipped with custom-built signalling and a legacy shunters’ panel. The Victoria Line has recently gone through an upgrade programme (the Victoria Line Upgrade (VLU)). This provided a substantial improvement in passenger services, through provision of the following: — A new fleet of 2009 Tube Stock (09TS) passenger trains, — A new ‘mainline’ Signalling and Signalling Control System provided by Invensys Rail Ltd (now Siemens Mobility). This system is often referred to as Distance To Go-Radio (DTG-R), — The construction of a new Service Control Centre (SCC) (Osborne House). Improvements were also made to depot plant and infrastructure to facilitate maintenance of new rolling stock. However, the NPD signalling and control assets were not renewed or upgraded, only modifications to support the interface with the DTG-R system were implemented. The NPD Re-Signalling Project will replace the legacy signalling assets that, after circa 55 years of service, are life expired and obsolete. This will support the reliable operation of the mainline service, which has a peak service requirement of 36 Trains Per Hour (TPH). The new DCS deployed at NPD will facilitate control of train movements within the depot from a new human machine interface located at Osborne House SCC. The system will facilitate the transfer of trains on/off the mainline and moves internal to the depot. This will be achieved through the setting of a safe route between a defined entrance and exit (as opposed to the setting of individual points, as is performed today). It is currently envisaged that train movements will continue to be authorised verbally using Connect radio. However, the specification makes reference alternative methods of authorising movement authority if required for performance, safety, or operational reasons. Further details of the scope are available in Volume 2 of this ITT (Works Information) NPD Control System Delivery Strategy; The delivery of DCS is split into two distinct Stages: — Stage 1: Development of Concept Design, — Stage 2: Development of Detailed Design, Installation and Commissioning based on Concept Design developed during Stage 1.
