Tender description

Brent Council wish to re-let 6-sheet advertising rights via a Concession Contract. Brent Council (The Council) currently operates a Borough-wide Free-Standing Unit (FSU) contract with a media owner JC Decaux Ltd (JCD) for the provision of FSU structures, known as Community Information Panels (CIPs) on Brent Council controlled public highway incorporating advertising display panels, along with up to 10 advertising columns and up to 10 Automatic Public Conveniences (APCs). The current contract started on 31.12.1999, and expires on 30.12.2019. Under the current contract JCD have installed (at their cost) 58 FSU structures. Each structure contains 2 back-to-back 6 sheet advertising display panels. At each structure one of the display panels is available to JCD to sell commercial advertising and the other is available to The Council to display public service messaging. JCD are responsible for displaying the public service message. Additionally, JCD have installed 6 columns delivering 16 advertising displays, and 7 APCs. For the avoidance of confusion, JCD own the current assets and are also permitted to remove the assets upon termination of the current agreement. Whilst there is provision of toilets, Automatic Public Conveniences (APCs) in the current contract, there is no ambition or requirement for the provision of APCs or other such amenities to be provided in the new contract to be tendered. Brent Council wish to re-let these 6-sheet advertising rights in order to maximise their rental income from this opportunity whilst retaining in full the public service messaging benefits currently enjoyed. The minimum acceptable level of public messaging benefit will be 1 digital advertising slot per cycle on the reverse digital face of each double sided digital display unit.
