Tender description

Provision of infrastructure haulage services and associated services to support the enhancement, renewal, maintenance and clearance of the UK rail infrastructure. Also includes seasonal treatment services, local distribution centres, supply of rail wagons, ASMR wagon operation and Maintenance and breakdown and recovery (rail vehicles) services. The management of rail operations at the distribution points (but not limited to) the provision of shunting services, the production of the shunting services plan for distribution points, Intra-site movements of trainsat distribution points containing material handling facilities and / or contractor or Network Rail depots, TOPS reporting, minor adjustment, such as brushing off loose ballast or minor adjustment / tightening of wagon strapson flat bed wagons. This lot includes the option for bidders to propose their own existing sites that can be used as rail distribution points or they can propose to purchase a current Network Rail location (Whitemoor, Eastleigh, Millerhill, Bescot or Kingmoor) or they can bid to be the operations management at the Network Rail depots (as already stated). The operation, maintenance and out of season maintenance of the Network Rail owned seasonal treatment plant (combination of loco hauled and self-propelled) to deliver seasonal treatment services as required. Bidders in this lot may choose to propose an alternative delivery solution (rail borne) to deliver an end-to-end service to replace some or all of Network Rail's current Multipurpose delivery fleet. Current items of plant within Network Rail's fleet include: Multipurpose Vehicles (delivering autumn, winter and weedspray services), Rail Head Treatment Trains (delivering Autumn and Winter services), Snow and Ice Treatment Trains (delivering winter services), Beilhack and Independent Snowploughs, Minature Snowploughs and Winter Development Vehicle. Other Services required include: ice breaking, snowblowers, route proving, maintenance of water jetting pumps and associated services and additional support and maintenance services for Network Rail owned Multipurpose Vehicles. Note: Network Rail reserves the right to award some, none or all of the services / requirements within this lot. Supply of rail wagons for transporting various materials and spoil to and from specific sites. The requirement in general terms is the transportation of ballast, sleepers, rail, track panels, spoil, rubble, scrap and ancillary equipment. A preferred method of fulfilling each requirement (i.e. new build, existing, conversion or modification) is not being specified, however any wagons offered must comply with the technical compliance requirements. The fleet of rail wagons that are required includes: 90 t Open Box Wagon (e.g. Falcon) x 1000 Sleeper / Track Panel Carrier Wagon x 350. Multiple Wagon System for Carrying Switches x 18. Ballast / Gravel / Sand Distribution Systems x 50. Material Carrying Low-sided Wagon x 250. Self-discharging Hopper Wagon x 50. Cable Laying Systems (2 systems) x variable quantity. The wagons are to be provided on a full maintaining lease basis (commercial terms to be provided within the tender for evaluation). Where tenderers cannot fulfil the total quantity of a particular wagon type, proposals to supply partial quantities of that wagon type may be considered (as stated in the technical specification) however all partial quantities of that wagon type offered should be of a significant enough quantity to be operationally viable to Network Rail, and a minimum quantity will be stated by Network Rail in each case. Network Rail reserves the right to award complete or partial quantities to single or multiple tenderers depending on which combination is the most economically or operationally advantageous, however no more than 3 contracts will be awarded per wagon type unless the total quantity cannot be achieved otherwise. Network Rail would like to explore the opportunity of introducing improvements (where practical and economical) which may not normally be included in existing wagon designs such as increasing the use of “track friendly” bogies or improvements from a Health and Safety aspect, for example, reducing the need for working at height, a dust suppression system for unloading ballast and wagon cross-walks etc. Includes the provision of the following services: possession services, network services, bulk ballast services (including Mussel wagon maintenance), High Output haulage and associated support services, operation of autoballasters and sidetippers and maintenance of ASMR wagons. Provision of Breakdown and Recovery Services which means recovery of rail vehicles in the case of but not limited to: crashes, derailments, wheel skating and breakdowns where the rail vehicle cannot be moved under its own power. he Services required shall be provided at various locations on and around the UK passenger and freight network including but not limited to: Network Rail's network, Any NRG rail network, Network Rail's industry partners and customers rail networks, depots, stabling points, and other customer sites. This agreement shall be held and managed by Network Rail and shall provision for services for and on behalf of Network Rail and any of their customers who require services to be operated under this agreement, including but not limited to: Train Operating Companies, Freight Operating Companies and Private Railway Companies. The services shall include the management of the service request, management of the incident (end-to-end recovery process), provision of appropriately trained staff, planning of services / equipment and attending site visits.
