Tender description
Yorkshire Water (YW) manages the collection, treatment and distribution of water in Yorkshire, supplying around 1.24 billion litres of drinking water each day. At the same time collecting, treating and disposing of about one billion litres of wastewater safely back into the environment. Affordability remains a key issue for customers, meaning that YW needs to lower the cost of risk resolution. This will be achieved through upfront thinking and managing total expenditure through a hierarchical process. To address the diverse range of risks within our asset base, YW are looking to engage with alliance partners to establish a Yorkshire Alliance to deliver resilient assets and drive exceptional service. YW has always sought to develop relationships with contractors and consultants that support delivery of benefits to customers, wider stakeholders and the environment. Delivery of the asset management plan is a key function in the Business with accountability to: — Ensure that health, safety and welfare are designed in from concept stage. — Understand overall asset condition and the relationship to service and environmental protection. — Drive TOTEX hierarchy thinking from risk identification to risk resolution. — Create designs that meet the needs of customers and the environment including carbon reduction targets. — Construct solutions that deliver resilient, affordable assets for future generations. The Alliance must have the ability to: — Ensure that safety and sustainability is in-built into every asset. Health and safety in operation must start in design. — Demonstrate the highest standards of process safety required in a high hazard industry. — Work closely with YW’s in-house functions and other contract partners to address the level of change required to meet future needs. — Explore and develop ways to optimise existing, and deliver innovative new assets. — Have expert design and construction capability that is proven across a wide range of high performing infrastructure sector clients. — Support the development and delivery of low carbon solutions. — Enhance YW’s use of standard products and solutions, off site construction and modular build. Only by thinking differently will innovative solutions that challenge and improve the way things are done, both now and in the future, be delivered. Innovation is a key driving force, allowing delivery of more while keeping costs down, incorporating multiple economic pressures such as the challenges of climate change and population growth. To deliver the asset management plan, bidders will need expertise in areas including (but not limited to): — reservoirs, — raw water inlets, — water treatment works, — wastewater treatment works, — outlets. The activities may comprise inspection, replacement, renovation, upgrade or new builds for whole or part of the treatment processes and associated ancillary assets, process monitoring, instrumentation, control and automation. A focus on future skills development to ensure sustainability of competence is essential. A briefing will be held on Monday 19.3.2018.
