The UK Ministry of Defence (UK MOD) is issuing this Pre-Procurement Notice to invite companies to participate in the Market Engagement phase for the future of Maritime Support. As part of this phase, we are exploring the Market in relation to the Ships Engineering Services and Naval Base Services (including Repair and Maintenance, Cleaning, Grounds and Waste Management, Office Services and Equipment, Utilities, Catering, Security, Accommodation, Waterfront and Lifting Services and on-site Logistics and off-site freight forwarding) at Portsmouth Naval Base. The objectives of this Market Engagement phase are to test market appetite, understand market capability and the market view of innovation and best practice to enable MOD to inform the procurement strategy for future service delivery. Market Engagement: The FMSS Market Engagement will commence with a Market Day, to be held on 28.2.2018 and will be followed by a Request for Information, to be issued early March 2018. The UK MOD invites all parties interested in attending this event, to submit an expression of interest (EOI), confirming the name(s) of those wishing to attend, by no later than Noon on 23.2.2018 to: DESShipsWspt-Comrcl-Subs.mod.uk. Please include "FMSS Market Day" in the email subject line. Following receipt of an EOI, MOD will respond with further details regarding the event. (Please note, we require responses to this Pre-Procurement Notice through your company e-mail address only. Responses via personal e-mail addresses will not be accepted). Places at this event are very limited, currently no more than two personnel per organisation, but subject to extent of interest, we may be required to reduce this representation number per organisation. Please prioritise the names of those wishing to attend, should we be required to limit attendees to one per organisation. Expressions of interest received after 23.2.2018 may be rejected owing to restrictions on the number of attendees. Following the Market Day, a Request for Information (RFI) will be published on Defence Contracts Online. Caveat: In issuing this PPN and engaging with the market, the UKMOD is not committing to conduct any procurement in relation to the FMSS Programme. Equally non-participation in this Market Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competitions.
