Summary of the work SIB's Asset Management Unit overseas the disposal of surplus property assets within central government in NI. A new IT system is in the process of being deployed to manage workflow and extract BI to support improvements the disposal process. The system is expected to go live April/May 2018. Specialist role Business analyst Expected Contract Length 9 months Latest start date Wednesday 28 February 2018 Maximum Day Rate £700 Who Speclialist Work With The supplier will work closely with the Asset Management Unit within SIB and Land & Property Services to assist in completing the development and implementation of a new IT solution for Land & Property Services .The supplier will gain an understanding of required interfaces and constraints within the client hosting environment along with process requirements through effective stakeholder engagement. The supplier will work in partnership with LPS CAU & LPS IT Division, IT Assist and Enterprise Shared Services. What Specialists Work On The supplier will work with end user staff within LPS to complete the development and User Acceptance Testing of an integrated workflow management and BI solution. The supplier will draw upon existing business analyst outputs and process maps and in close consultation with LPS staff, interpret workflows that are capable of being hosted on SharePoint 2010 lists and forms. The supplier will design BI outputs reporting in Power BI. The requirement includes an element of project management support, providing direction for SharePoint development, draft user guidance, User Acceptance Testing and user training. Skills & Experience • Have demonstrable experience enagaging with public sector staff to map and analyse business procsses and articulating, in report format, clear user and technical requirements relating to processes and systems. • Have demonstrable experience in SharePoint based solutions to support e-workflows and BI outputs tailored to end user needs. • Have demonstrable experience in providing knowledge transfer to public sector staff to provide a strong basis for self sufficiency beyond project completion • Have demonstrable experience in preparing for and managing structured User Acceptance Testing on client bespoke solutions and resolving faults and issues. • Have demonstrable experience in planning and running new system training events for public sector users and operators. • Have demonstrable experience of designing and implementing innovative business process IT solutions, based on SharePoint, that are compliant with NICS security policy framework and web standards. Work Location The majority of work will take place within LPS at the following address: Land & Property Services Lanyon Plaza 7 Lanyon Place Belfast, BT1 3LP On occasion, the supplier may need to visit external system users within NI Civil Service to support User Acceptance Testing or training, expected to be within the Belfast area. Working Arrangments The supplier will work in a collaborative and transparent way directly with the LPS team in Belfast. This should include onsite at least 3 days a week plus weekly progress meetings. It is anticipated that the contract will not exceed £30k. "It is anticipated that the contract will not exceed £30k" - Is this till the end of the financial year? 1. No. £30k is for the whole requirement. 2. Under working arrangements it mentions that the total contract value should not exceed £30k. Could you please clarify as the daily rate and time frame (even at 3 days a week) will vastly exceed this? The provider's input is expected to comprise 3 days per week for the first three months to cover remaining system development, UAT, go live and training. The balance of days is required as a back up to cover ad hoc input to address system issues arising over the next 6 months. 3. Can you please clarify the length of the contract ? You mention 9 months yet the value of the contract will not exceed £30k which means it would finish after just under 3 months The provider's input is expected to comprise 3 days per week for the first three months to cover remaining system development, UAT, go live and training. The balance of days is required as a back up to cover ad hoc input to address system issues arising over the next 6 months. 4. Hi, Is it inside or outside IR35 This opportunity is outside IR35. 5. One of your statement on total budget is confusing, you have mentioned the daily rate is 700, staring from 28th Feb and possible 9 months contract.so total 193 working days which cost 135100£ but you have mentioned " It is anticipated that the contract will not exceed £30k." in the work arrangements section. Whats the realistic daily rate? Please clarify. It looks confusing. The provider's input is expected to comprise 3 days per week for the first three months to cover remaining system development, UAT, go live and training. The balance of days is required as a back up to cover ad hoc input to address system issues arising over the next 6 months. 6. Can you confirm if this has been deemed as outside of IR35 ? This opportunity is outside IR35. 7. Can you clarify the duration of the contract ? You mention the work will go on for 9 months yet the total budget of the contract will be £30,000. The provider's input is expected to comprise 3 days per week for the first three months to cover remaining system development, UAT, go live and training. The balance of days is required as a back up to cover ad hoc input to address system issues arising over the next 6 months. 8. Is this role Outside IR35? And are expenses included in the day rate?
