Tender description

One of the key priorities for NHS England, as set out in the Business Plan is to provide ‘timely access to high quality elective care’. In order to deliver on this Business Plan priority, the elective care work Programme was launched in 2015. The aim of the work is to develop and test interventions that can be rapidly implemented to better manage demand in elective care. The work has taken the approach of working collaboratively with local health economies and empowering front line teams to develop and test the interventions. Wave 1 of the development collaborative is currently underway. We are therefore seeking to procure support from a service provider with experience of rapid testing interventions, has expertise in evaluating interventions designed and implemented using this specific approach. The requirement is a service provider for Wave 2 of the Elective Care Rapid Testing (ECRT) Programme, following completion of Wave 1. Included in this procurement is the delivery of Wave 2 consisting of: — Pre 100 day testing preparatory work with the sites – Planning: Work with and prepare 3 or 4 local health and care systems to prepare for the 100 day rapid testing challenge (mid July — September 2017). — 100 day testing – Rapid Implementation: Run the 100 day testing period, implementing interventions and auditing results in data and analysing and monitoring progress (Oct – Dec 2017). — Evaluation and Demand Management guides production: Evaluate the findings and produce 3 demand management guides for the 3 specialities ready for regional dissemination and implementation and; — Capability building and Skills transfer (Learning and Development): Build on the materials available to implement the method. Run a series of train-the-trainer “How to” sessions to smoothly hand over to the in-house team.
