Central Bedfordshire Council (CBC) wishes to conduct a Market Consultation concerning a potential town centre regeneration scheme located at Flitwick Rail Station. The proposed scheme will comprise a mix of uses including residential, retail, car parking and a Transport Interchange. CBC wishes to maximise the development potential of this site for the benefit of the surrounding town centre and the station itself. The station serves as a transport hub for a broad area that generates over 1 500 000 passenger journeys annually and forecasted to grow by 40 %. CBC intends to deliver this scheme as part of a development partnership. CBC will consult with the market on the extent, type and scope of this partnership. It will engage with the market in terms of the scheme itself including the development potential. CBC intends to commence procurement of a development partner capable of delivering a mixed use regeneration scheme centred on Flitwick Rail Station. The scheme will be delivered on land primarily owned by the Council. A small proportion of the site is in the ownership of the Council's scheme partner Network Rail. The Network Rail element would not form part of the Council's formal development partnership. In the event that the Network Rail owned portion of the site did not proceed this would not impact on the development of the Council's landholding. CBC has developed concept proposals for the site which indicate potential to deliver a minimum of 140 residential units, 350 parking spaces and up to 40 000 sq ft. CBC has also identified a major national retailer who has confirmed a requirement for 16,000 sq ft of retail/storage floorspace. The Council is seeking a development partner it can work with to deliver a high quality scheme that establishes an improved town centre.
