Tender description

Severn Trent Water Limited (STW) and Hafren Dyfrdwy Cyfyngedig (HD) is considering its strategy for Smart Revenue Water Metering. This is to include the supply of ‘Smart’ revenue water meters, associated advanced communications technology and equipment for the period beginning October 2020 and is expected to continue for the remainder of AMP7. The programme value is expected to be up to 40 000 000 GBP, but this is subject to a Strategic Capability Assessment (SCA) and depends on the scale of adoption and potential benefits available. We have a number of goals linked to the strategic consideration of Smart Revenue Water Metering. The desired goals shall be evaluated in a weighted business case, the output of which shall define the success of this programme. Any call(s) for competition shall be issued later in the programme, subject to a completed SCA and an approved sourcing strategy. We have a number of regulatory and non-regulatory goals linked to the strategic consideration of Smart Revenue Water Metering. The desired goals shall be evaluated in a weighted business case, the output of which shall define the success of this programme which needs to impact the achievement of the following goals: — Reduce demand for water by 1. Reducing leakage on our network 2. Helping customers to reduce their usage — Improve the accuracy of consumption data to enable more efficient operational leakage targeting — Reduce the amount of time it takes for us to identify leaks on both customer supply pipes and internal plumbing — Consistently receive data needed in order to enable a smart network — Support the water efficiency programme via trends in consumption and highlighting high or unusual consumption — Improve the customer experience through the provision of smart technology. STW/HD is interested in exploring a number of options for ‘Smart Metering’ and relevant metering infrastructure. We want to understand technology roadmaps, leading to an optimum solution to meet our strategic goals and objectives. Options could potentially mirror that of the gas and electricity smart metering solution in terms of providing customers with data. We also want to gain understanding of cradle to grave costs for running a Smart Metered network in order to determine the long and short term viability of Smart water meters. STW/HD is interested to hear back from parties who operate in and impact the utility advanced communications market in connection with metering/monitoring and the relevant infrastructure needed to ensure a viable solution can be rolled out with tangible benefits to both end customers and utility providers. STW/HD are also interested in parties wishing to take part in an end-to-end field trial, working alongside STW/HD in order to facilitate a factual foundation used to back up the SCA. Any call(s) for competition shall be issued later in the programme, subject to a completed SCA and an approved sourcing strategy.
