Swansea Council has published this Prior Information Notice (PIN) to try and identify potential interested organisations that have the expertise in delivering a housing first project for entrenched rough sleepers. Swansea Council has published this Prior Information Notice (‘PIN’), to try identify potential interested organisations that have expertise in delivering a Housing First project for entrenched rough sleepers. We would be interested in hearing from organisations, if you are able to deliver a Housing First project with the capacity to; 1) deliver intensive support to a minimum of 15 entrenched rough sleepers or individuals who demonstrate a repeat pattern of disengagement with hostel accommodation at any given time; 2) work with a range of landlords across all tenures to ensure that intensive, flexible support is provided for as long as is needed; 3) deliver a harm reduction approach to substance misuse; 4) deliver a service in a psychologically informed and trauma-informed way.
