Tender description
Summary of the work A supplier is required to conduct a discovery to: • document the existing charity database and integration processes. • identify risks associated to the database with tactical mitigation options for each. • propose a roadmap for migrating the database and integration processes to Microsoft Cloud Services, including resources and costs. Expected Contract Length 3 months Latest start date Thursday 24 January 2019 Budget Range £65k (discovery plus tactical fixes) Why the Work is Being Done The Commission is considering moving to cloud versions of the Microsoft services it uses. A key application, Register+ is currently an on-premise SQL database. As it holds registration details for charities, the application and data is central to the future change portfolio. Operational risks with the application and supporting processes must be identified and assessed. Tactical improvements, quick win fixes, remediation options for Register+ and supporting processes, and a strategic plan for cloud migration are required to ensure the database can continue to support the Commission's work in the target architecture. Work must be completed 29/3/19. Problem to Be Solved Unidentified risks associated with the current database and integration processes; • No roadmap to migrate current database to cloud-based solution. • Gaps in documentation of Register+ and integration processes impedes systems rebuild/restore capability, and succession planning. Who Are the Users - As a Commission caseworker, I need to use Register+ information to aid my decision making and record information pertaining to the charity. - As individual members of the public we need easily accessible information so that we can confidently support charities. - As the regulator of charities, we need assurances regarding maintenance and change delivery so we can meet our regulatory obligations. - As a government body, we need to be able to take advantage of advances in technology that help us build more efficient, reliable and affordable services. Work Already Done We have a number of architecture design artefacts and operating procedures that will be made available to the supplier. Existing Team Predominatly working with the internal Information Services teams; which is made up of a Solution Design, Software Development, Testing, Strategy & Governance, Infrastructure, Service Delivery Teams (ServiceDesk & Application Support), and a Data Team. These teams are made up of a mixture of skill, knowledge and experience levels of both the Commission, technical role, methodologies and ways of working. There will also be engagement with non-technical colleagues in the wider Commission and other suppliers. Current Phase Discovery Skills & Experience • Experience of the following technologies: MS Dynamics CRM (2011 - 365), Java/Javascript, HTML, .Net (VB), Mulesoft API/Service architecture, SQL Server 2008 - present, Drools, Cloud & Hybrid infrastructure • Experience of migrating from on-premise databases to cloud-hosted versions, preferably using Microsoft technologies. Examples demonstrate experience of replacing legacy integration with more efficient alternatives • Experience of incorporating security & privacy by design into requirements, solutions and delivered services • Experience of integrating with and transitioning from legacy systems and existing digital services to new services • Experience of creating an effective services/API architecture (preferably utilising Mulesoft and Microsoft integration including Flow) • Experience of government digital standards and having passed GDS service reviews • Experience of advising and guiding a client organisation upon its long term architectural decision making Nice to Haves • Evidence of resources that have existing BPSS security clearance that will support the speeding up of on-boarding teams. • Experience of the successful working with other government departments. • Experience of developing design patterns and architecture routes that can be reused for other services. • Proven record of working with a range of stakeholders and other suppliers to deliver the required outcome. • Experience of delivering a similar requirement. • Experience of delivering creative, innovative solutions utilising latest technology. Work Location Predominantly Taunton, some work may require visits to our other office in Liverpool. Office details are below: - South West - Brendon House, House, 35-36 3PN, Upper High St, Taunton - North West England - Redgrave Court, Merton Road, Merseyside L20 7HS Working Arrangments The Commission is open to a variety of working arrangements, including remote working.There is an expectation that supplier personnel will need co-locate with colleagues in the Taunton and Liverpool Offices for short periods of time. Assurances will be sought as to how effective collaboration and delivery will be achieved between all parties when supplier personnel are not on-site. Suppliers will be responsible for travel and expenses to the normal workplace. Any travel required in addition to/or outside of the locations specified, will only be paid if agreed in advance and in line with the Commission's Travel and Subsistence Policy. Security Clearance Delivery team members must have completed the HM Government Baseline Personal Security Standard (BPSS) check and be eligible and prepared to undergo the clearance process to at least Security Check level. Additional T&Cs - GDPR compliance - All contractors have completed security checks (BPSS clearance) - All materials/outputs from the discovery shall be the property of the Commission. No. of Suppliers to Evaluate 6 Proposal Criteria • Description of the outputs from the discovery and how they will address the problems to be solved. • Your approach to mapping the Register+ database and associated integrations. • Team structure, including skills and experience of individuals. • How existing technical debt would be identified & addressed and how the creation of technical debt in any developments from contract start would be addressed. • Your ability to rapidly stand-up your own team, augment the Commissions teams and how you would address flexible resourcing requirements to aid delivery, support & maintenance Cultural Fit Criteria • Advise what controls would be used to ensure the achievment of outcomes and manage expectations, and how & when these have been successful for you in other engagements • Provide examples and explain to us how you would ensure successful outcomes through collaborative working Payment Approach Capped time and materials Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers 1.
