Tender description

This tender is to establish a Framework Agreement for the supply Hand Care Products, comprising of Hand Soap, Hand sanitisers and Hand Moisturisers. This tendering exercise will comprise of two lots. Lot 1 will be a GPO HTE members who have agreed to participate and commit volume to the awarded suppliers for a period of 2 years with an option to extend for a further year. Additional GPO members may choose to enter a Call-Off Contract during the Term of the Framework Agreement on a direct award basis provided that those members agree to adhere to the commitment requirements of this Contract Lot 2 will be a framework agreement with a direct call off for participating authorities for a minimum period of 12 months. All bidders are encouraged to for both lots. Bidders on lot 1 will be considered for lot 2. HealthTrust Europe is a Group Purchasing Organisation (GPO) and wherever possible tender to procure commitment based contracts on behalf of its members, exclusively for its members. This allows economies of scale for GPO members and commitment for suppliers. HTE has eighteen GPO members at the time of publication of this ITT. This ITT will be run as a GPO open procurement exercise which means it is exclusively limited to HTE GPO members who have agreed to participate by entering a Call-Off Contract under the Framework Agreement. HTE’s GPO members will commit 80 % volume of their spend to the awarded supplier for a period of two years plus an option for an additional one year extension. This Lot is for the GPO committed spend for a set range of products by the following group of customers for a minimum of two years commitment. The products which are included in the scope of this project are: — Hand soaps to include cartridge soap — Alcohol hand sanitisers to include gel and foam, cartridges and bottles — Soap and sanitiser dispensers to include manual and automatic — Belt clips for portable sanitising gels — Moisturisers — Hand hygiene kits for use in the community (the kit should include at a minimum hand soap, hand sanitisers and hand moisturisers) — Information packages for proper use and identification of product e.g backboard signage The Successful Tenderers are required to install all dispensers free of charge and make good the site after installation. Options should be available for adhesive, fixings as well as standard fixings. The GPO participating authorities are Alder Hey Children’s NHS Foundation Trust Birmingham Community Healthcare NHS Trust Shrewsbury and Telford Hospital NHS Trust St Helens and Knowsley Teaching Hospitals NHS Foundation Trust Tameside and Glossop Integrated Care NHS Foundation Trust Warrington and Halton Hospitals NHS Foundation Trust Terms and conditions / activity based income (ABI). The terms an conditions of this Framework Agreement and any resulting Call-Off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. Submission of expressions of interest and procurement information This exercise will be conducted on the HTE Bravo portal.
