Tender description

This 66 month Dar es Salaam Urban Jobs (Dar Jobs) programme is a market systems development programme that aims to catalyse sustainable change in sectors that have the potential to generate jobs and increase the incomes for thousands of poor people, particularly women and youth. With an initial budget of 10 000 000 GBP, the programme will commence with activities in the manufacturing, waste and childcare sectors.The Supplier will be required to deliver: market analysis; policy analysis; political economy analysis; stakeholder engagement; business advice to firms: to foster linkages between businesses and private or public investors; and monitoring and evaluation to learn and inform adjustments to the programme. The Supplier will also manage an Innovation Facility to fund the costs of interventions. The fund element will be no less than 6 000 000 GBP of the total budget value. The Supplier will design, develop and implement targeted interventions in the light manufacturing, waste management and childcare sectors in Dar es Salaam, to address constraints to the development of these sectors. In the Dar context, these constraints include: lack of access to affordable finance and business services; skills gaps; lack of access to technology; high transport costs; lack of access to commercial land; and an unsupportive business environment, particularly for micro, small and medium enterprises (MSMEs). Market systems programmes are a technical assistance-driven modality, and the Supplier will be responsible for management and technical inputs for the programme. To support market systems development of the selected sectors, the Supplier will be required to deliver: market analysis; policy analysis; political economy analysis; stakeholder engagement; business advice to firms and to foster linkages between businesses and private or public investors; and monitoring and evaluation to learn and inform adjustments to the programme. The Supplier will also manage an Innovation Facility to fund the costs of interventions. The Facility is expected to deliver the following services: — Provide financing and additional support to selected businesses to risk-share and test business models that can create economic opportunities for the poor, — Directly fund activities to enable businesses, local government or civil society organisations to address constraints to development in the target sectors.
