Tender description

Plus Dane Housing is seeking to appoint a suitably qualified and experienced supplier to provide a Housing Management System & Associated Modules to replace the existing Housing Management Computer Systems. Currently, there are separate sets of systems that make up the Housing Management System (HMS). Plus Dane Housing is looking for a commercial off the shelf solution (COTS) and not a bespoke computer system. The system must be in existence (rather than in development) and successfully installed and fully operational in at least 2 other Local Authorities, Housing Associations or similar public sector organisations of a similar size. The contract will be for a period of 5 years; thereafter Plus Dane Housing may, in agreement with the Service Provider, extend the contract for two periods, the first being three years, the second being two. Plus Dane Housing aspires to revitalise its offer to customers through an implementation of a new housing management system. The system will be an integrated system, which will offer our customers a 21t century omni-channel service which is flexible and meets their needs. The system should have a consistent look and feel, across all platforms, which is easily used and accessed by Plus Dane Housing staff and customers alike. The system will create business efficiencies through streamlined and efficient processes, whilst improving the quality of service which is offered to customers. This includes options to replace associated systems including: — an application to manage customer interactions, — housing transactions, — Customer Portal to facilitate digital services (CRM), — Electronic Document Management (EDM), — Repairs, — scheduling appointments, — mobile working technology, — asset management, and, — workflow management. Plus Dane’s aim is to have a system, for core transactional business, with Customer Relationship Management CRM and repairs live by April 2019 and digital self-serve platform to be live July 2019 and with a fully functional system including mobile and electronic document management live by October 2019. Plus Dane Housing is committed to achieving business as usual with a new system and making a step change in its service delivery within this time frame. The system needs to be scalable, to meet our aspiration for future growth. We are looking for a system which the business can own, with the ability for key users from the business to make changes to processes to meet the ever-changing environment in which we work, therefore, reducing reliance on IT to deliver changes. The system should allow effective user management, delivering clear management of user workloads and staff availability. Whilst our aim is to minimise the number of systems in place, there must effective interface with our finance and asset systems, Effective interfacing should also remove the need for double imputing. The system will create a ‘single version of the truth’. Given the time-scales for the implementation, the criticality of the back office systems and the degree of change taking place in the business we are seeking an established and referenceable solution to meet our requirements. The contract value is expected to be between 1 300 000,00 GBP and 2 000 000,00 GBP depending on the solution and the length of the contract which may be between 5 and 10 years duration.
