Tender description

NHS North of England CPC is seeking to award a framework agreement for the provision of Estates Consultancy Services. In summary, this tendering exercise is to establish a Framework Agreement with a number of providers of Estates Consultancy Services relevant to the needs of NHS and other health sector and public sector bodies. The requirement is for an efficient, effective and value for money service which will assist all those participating in the Framework Agreement to fulfill their requirements for Consultancy Services across the health and wider public sector. The requirement is to be broken down into Lots (please see Master ITT document for further detail) with a maximum of 8 (eight) providers per Lot. To include but not limited to: all aspects of programme and project management and advisory services, estates strategy and business case development. To include but not limited to design, construction, repair, conversion and conservation advisory services. To include but not limited to: site investigations, design advisory services, legal compliance. To include but not limited to architectural services and architectural advisory services, interior design services. To include but not limited to safety consultancy services, access control, regulatory consultancy, workplace health and safety, CDM advice and co-ordination. To include but not limited to asbestos services, air monitoring, re-inspections, advisory services. To include but not limited to delapidations, general advice on buildings and estate, conditions reporting. To include but not limited to energy/management efficiency, CHP schemes, emissions reductions, environmental impact condition monitoring and reporting. To include but not related to microgeneration, renewable technology and related services. To include but not limited to initial cost advice and feasibility studies, budget estimating, cost planning, procurement advice, contractual advice, advice on contractor selection. To include but not related to contract and financial management, savings and efficiency reviews, cost reduction, income generation, overall contract expenditure advice, re-negotiation of contracts. To include but not related to variation services (fixed asset valuations, rating valuations, general valuations) property lease management, asset management (disposals, acquisitions, property utilisation) property strategy, property/estate management services, commercial estate agency services, planning consultancy services. To include but not limited to multi-disciplinary services, where the scope of the requirement covers at least 2 or more of the specialist areas covered within Lots 1-12 and/or other consultancy/advisory services. This Lot would be used where the scope of work was particularly wide ranging and broad in its nature such that the scope of the service required was not able to be procured under any one of the specialist Lots 1-12.
