Tender description

The Contracting Entity intends to establish a Framework Arrangement under which it shall appoint an economic operator to enter into a Framework Agreement to carry out full turnkey replacement of looped services to customers’ properties throughout Northern Ireland. This Framework Agreement will be for a period of five (5) years with an option, exercisable entirely at the discretion of the Contracting Entity and subject to the terms of the Framework Agreement, to extend by a further optional period of up to two (2) years, with a total potential duration of seven (7) years. The Framework Agreement will require full turnkey delivery for the replacement of identified looped services comprising of the following service areas: — liaising with NIE Networks to ascertain work locations (NIE Networks will provide the information to the successful contractor of where looped services exist), — full customer management including agreement of programmed works at each customer property and the management of customer information fully in compliance with General Data Protection Regulations, — full site inspection and job planning detailing agreed works to be carried out at each property, — end to end management and execution of all the following work activities at each customer property as required: —— civil works, —— excavation and reinstatement, —— building works, —— electrical work activities, —— cable jointing activities, — complete customer feedback surveys as part of the works at all locations, — develop and update records database to provide traceability for all work locations, — photographic evidence of the asset before and after works, with a hyperlink to the database, — report regular progress to NIE Networks’ contracts manager on formally on a monthly basis, — carry out joint inspections of works as requested by the contract manager.
