Tender description
The Nursing and Midwifery Council (NMC) plans to run a procurement process during 2019 to identify and appoint 1 or more investment managers. The appointed investment managers will then be allocated monies by the NMC to invest and manage in line with the NMC’s statement of investment principles and supporting policies. This will be set out in greater detail later in the procurement process. Our initial thinking is that total funds will be allocated across three pots: — cash, which the NMC expects to manage, — medium term: these funds will have a lower risk remit as there’s a possibility that they may need to be accessed within 3-5 years, — long term: intended to remain invested for the long term. The expectation is that these monies would be invested for the long term and it is highly unlikely access would be required in the next 5 years. Investment managers will be provided with clear objectives and given full responsibility to take decisions as to how funds are invested within the framework of the NMC’s investment policies. In this event, other investment strategies may apply and the overall value of the portfolio to be managed may increase. The total amount available to manage for the NMC will be in the range 40 000 000 — 70 000 000 GBP. Presently, there are 2 commercial vehicle types being considered, a term contract(s) or a framework. The choice of commercial vehicle(s) will be decided after the results of in-depth market and customer engagement currently being planned. Further details can be found under Section II.2.4 (Description of the procurement) of this notice. This is a Prior Information Notice (PIN) to advertise that the Nursing and Midwifery Council (NMC) plans to run a procurement process during 2019 to identify and appoint 1 or more investment managers. The appointed investment managers will then be allocated monies by the NMC to invest and manage in line with the NMC’s statement of investment principles and supporting policies. The service provider(s) will have responsibility for delivering their investment services with the targets as described with the NMC’s relevant statement of investment principles and supporting policies. The NMC is looking to make better use of its current cash holdings which are currently in excess of 80 000 000 GBP. These monies exceed the current working capital requirements. The NMC anticipate allocating between 40 000 000 — 70 000 000 GBP between appropriate suppliers through an actively managed portfolio of investments. This will help to ensure the long term sustainability of the NMC. The NMC is currently refining its investment strategy but targets will likely have reference to the following targets/requirements: — at least maintaining the real terms value of the total portfolio over an agreed timeframe, — maintaining high levels of liquidity and accessibility should the need require, — effective risk management controls with anticipated volatility boundaries, — operation within an ethical framework in line with the NMC’s policy. Upon receipt, the NMC will issue a short market engagement questionnaire to all interested parties which may be completed and returned via the In-tend portal by midday 21.12.2018 to allow us to gather feedback from the market and assist in developing the procurement strategy.
