Tender description
Please note that this procurement is restricted and those expressing an interest will need to complete a Confidentiality Disclosure Agreement (CDA). New build and refurbishment works. Please note that this is a restricted procedure and expressions of interest are sought and have to be received no later than the date shown on this notice. Public Health England has recently completed the design (up to RIBA Stage 4) of a new build, new utilities and multi-building refurbishment of an operational facility located at Porton, Wiltshire. A procurement exercise has been undertaken with package suppliers under a previous Principal Contractor who was unable to progress with the works. This exercise was covered by confidentiality agreements which are also required under this new procurement action. Planning consent and building control approval has been granted for the design. The construction phases of this project have a duration of 2-3 years with an anticipated contract value of 10 000 000 GBP — 14 000 000 GBP. The construction stages of this project will be executed in three separate and sequential phases. These being: — phase 1: New building and central utilities, — phase 2: Refurbishment of building and small car park, — phase 3: Refurbishment of building and construction of small store building. Each phase will be completed and handed back for beneficial use prior to progressing to the next phase. Following phase completion there will be a minimum of 4 weeks prior to commencing the next phase. A restricted route PQQ will be issued following the closure of the EOI period. An Industry Day will be held on Friday 25.1.2019 at Public Health England, Porton. This will be an opportunity for interested main contractors to attend presentations by the PHE project team on the completed design and activities to date. It will enable increased awareness of the project while completing the PQQ documentation. Each principal contractor will present their submitted PQQ return to PHE mid-February 2019. The top 3 scoring main contractors will be issued the ITT. PHE are considering letting in either one combined lot (all phases) or 2 lots: — lot 1: Phase 1 only (new building and central site utilities), — lot 2: Phase 2 and 3 only (refurbishment of existing buildings, car park and new store building).
