Tender description
UKRI is a new, independent, non-departmental public body, bringing together the seven Research Councils, Innovate UK, and Research England. The new body is expected to maximise value from the UK government’s investment in research and innovation of over 8 000 000 000 GBP per annum by 2020. This includes nearly 2 000 000 000 GBP per annum of new investment which is to be delivered through new cross-Council collaborative and innovative initiatives. UK Research and Innovation (UKRI) is seeking to appoint an expert change management consultant to work alongside the CEO and the Executive Committee to support the implementation of a new operating model. Following UKRI’s formal establishment in April 2018, UKRI is moving from transitioning formal accountabilities and roles, including the appointment of new Executive Chairs and Councils, to transforming the organisation so that benefits from the integration are realised. The board and executive committee now wish to accelerate change through a transformation programme which has 2 key elements: Ensure that the way UKRI evolves into a very high performing organisation, with exceptional capability and culture, in order to delivering excellent outcomes through both its substantial cross cutting funds and functions and its individual councils. Related to this we also want to deliver significant effectiveness and efficiency benefits from the integration of the nine separate legal entities through modernising all aspects of how we interact with both external and internal customers/users. The board and executive committee are developing a target operating model which will include the way the Councils operate, the way cross-cutting initiatives operate and the way that central teams support the organisation. The UKRI Transformation Director will be responsible for leading the Councils, executive chairs and central teams in a programme of work to implement the new operating model in the medium term. UKRI are looking to draw on expert and specialist support to: 1) Build on the work that will already have been completed on the chosen target operating model; 2) Provide expert support to UKRIs Executive Group to plan and take all early actions necessary to implement its new operating model. All submissions will be assessed in accordance with the Public Contracts Regulations 2015, for procurement values that exceed Regulation 5 (Threshold amounts). This procurement will be managed electronically via the Crown Commercial Service’s e-Sourcing Suite. This is done by emailing ExpressionOfInterest@crowncommercial.gov.uk Your email must clearly state: the name and reference for the procurement you wish to register for; your organisations full name as a registered supplier; the name and contact details for the registered individual sending the email. Crown Commercial Service (CCS) will process the email and then enable the Bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. As a user of the e-Sourcing Suite you will have access to Emptoris email messaging service which facilitates all messages sent to you and from you in relation to any specific RFX event.
