Tender description

Leicester City Council is seeking suitably qualified and experienced providers to express their interest in the provision of a housing related substance misuse support service. The service will play an important role locally, working alongside specialist substance misuse, housing, health and employment services to reduce harm and build recovery. This PIN is to inform the market that this opportunity will be published soon. It is not a call for competition or a formal tendering process and as such submitting, or not submitting an expression of interest to this PIN does not preclude you from any further procurement activity. Please note this is a PIN for information only and there are no tender documents available at this stage. It is not a call for competition. The PIN does not constitute a call for competition to procure any services. For some adults who have drug and alcohol issues, housing related problems are a barrier to achieving recovery. In recognition of this we have developed a specification for the provision of housing-related support for adults who are working with local specialist substance misuse services as part of their recovery. The model will consist of both floating support and accommodation-based provision. A close and collaborative working relationship with specialist substance misuse services will be key in order to jointly support users into and through recovery. It is deemed necessary to have a mix of floating and accommodation-based support due to the complex needs of individuals experiencing problematic substance misuse and the need for a proportion of clients to have a period of stability within a supportive environment. Floating support: Floating support is for individuals who have accommodation (private, Council, Housing Association, sofa-surfing) and due to their problematic substance misuse may be at risk of becoming homeless. The aim of support is to reduce the risk of eviction and to improve a service user’s ability to manage their tenancy. Floating support will also be offered to substance misuse clients who have secured stable accommodation after leaving LCC hostel accommodation, custody, residential rehabilitation or the accommodation-based provision of this service. This support will be offered as part of their treatment package to ensure the success of their tenancy and to reduce the risk of further arrears or homelessness. Accommodation-based support: Accommodation-based support will provide a small unit of approximately 10 beds. The support will be for adults who are homeless and as a result of their previous substance misuse require more intensive housing related support and a period of stability. Service users must be abstinent and still engaged with treatment services. The service will provide an intensive level of support, for approximately 9-12 months, to maximise engagement and the positive outcomes of structured treatment. The accommodation should provide a safe, drug free and stable environment within which service users can rebuild their lives and begin to think about the future.
