Tender description

The London Borough of Tower Hamlets is seeking to award via a Competitive Dialogue process, a Concession Contract for the design, implementation, and operation of a high capacity wireless network which will deliver open space Wi-Fi coverage for public spaces within the borough. The London Borough of Tower Hamlets is seeking to offer a non- exclusive concession contract for an experienced network provider to supply Wi-Fi services in public outdoor locations, particularly in key areas throughout the borough. This will be a 10-year concession. The concession contract will allow for the design, implementation, and operation of a high capacity wireless network which will deliver open space Wi-Fi coverage as well as enhancing the existing and future mobile telephony coverage within the Borough of Tower Hamlets. The dialogue process will include discussion and consideration of the use of the council’s street furniture, subterranean ducting, fibre-optic network and potentially council-owned premises in delivering the Wi-Fi coverage to the level desired by the London Borough of Tower Hamlets. It is also envisaged that the solution will enhance the current, and support the future, mobile telecommunications experience for the boroughs residents as well as supporting the Council’s wider digital aspirations in enabling the provision of better connectivity and be an enabler for IoT (Internet of Things) and Smart Borough aspirations. The council are investigating a number of commercial options in addition to the traditional concession approach that has previously been seen and would welcome exploratory conversations with all interested parties during this soft market testing period on these and other aspects of the arrangement.
