Portsmouth City Council (the “Council”) is seeking tenders for the delivery of a replacement exterior lighting system to the Spinnaker Tower (the “Tower”), Portsmouth. The new lighting system must be installed by the end of summer 2019 to allow for final system configuration to take place in the autumn. The successful Contractor will be required to work on a 2 stage open book partnership basis under Design and Build terms. The estimated value of the contract inclusive of all design, equipment and installation costs is approx. 600 000 GBP. A multi-supplier Framework Agreement will be established concurrently via this procurement procedure. The agreement will run for a 6 year term and may be used to let contracts for further Council projects which could equate to 3 000 000 GBP in total. The deadline for tender submissions is 7.1.2019 14:00 with award of contract following on 8.2.2019. A site visit and bidders briefing will be held at the Tower on 4.12.2018. Portsmouth City Council — the “Council” — is seeking tenders for the delivery of a replacement exterior lighting system to the Spinnaker Tower, Portsmouth. The Tower was completed in 2005 and is one of Britain's most iconic structures rising 170 m above Portsmouth harbour. The existing lighting system has played an important role in defining the character and the identity of the Tower. However, the current system has the following issues: — failing elements have had to be taken out of commission — viewing platform lighting, ground level upward projection lighting, — the control system whilst in working condition is no longer up to date with technological advances, — the current lamps are not LED and subsequently require replacement at a higher frequency and have higher energy consumption, — location of the lighting poses problems with maintenance access, which must be delivered via high ropes. In addition to addressing the issues stated above installation of the new lighting system presents an opportunity to relaunch what has become the symbol of the City through improved lighting projection, functionality, options and interactivity. The Council is targeting to award the contract by 8.2.2019 to allow for installation of the new lighting system by mid August 2019, ideally earlier, and no later than the end of September. Final configuration testing and commissioning of the control system can take place in the Autumn months. The estimated value of the contract inclusive of equipment supply, all installation costs (including for high ropes work) and contractor design, project management and testing / commissioning activities is approximately 600 000 GBP. The Council will also require the successful Contractor/subcontractor/equipment provider (as appropriate) to provide on-going equipment support and spares provision excluding maintenance and installation works. The contract will run for 10 years extendable on a rolling basis. The Council's preference, at this point, is to award the contract on the basis of a 2 stage open book procedure whereby following completion of design, programme, installation methodology, installation cost, etc. under a 1st stage JCT Pre-Construction Service Agreement the Council will enter into a JCT Design and Build Contract with the Contractor who will be responsible for all aspects of supply and installation. Under this model (Lot 1) the successful Contractor will be required to engage the Council's mandated high ropes maintenance contractor as a subcontractor following development of the installation methodology on a partnership basis during the 1st stage. However to ensure effective competition, interested contractors are able to submit tenders on one or both of the lot/delivery models and have the option of submitting a variant delivery model bid as well. Whilst the current preference is for a Lot 1 solution this may alter significantly dependent upon analysis of the tenders received. The Council may decide to switch Delivery Model during stage 1 with movement from Lot 1 to Lot 2 (or a variant delivery model similar to Lot 2) at the Council's sole option and movement from Lot 2 to Lot 1 (or a variant delivery model similar to Lot 1) subject to agreement of both parties. Under the Lot 2 delivery model the successful Contractor will still be obliged to work in partnership with the Council's high ropes maintenance contractor during the 1st stage to develop the installation methodology. Interested Contractors also have the option of putting forward a variant bid which proposes a contracting and delivering strategy which falls between the parameters set out for the 2 Lots. Variant bids may be submitted in isolation or in addition to a reference bid offer for 1 or both of the stated lots. The Council will have absolute discretion on which lot/delivery model it chooses to award from taking into account risk differentials and other variables which prevent like for like comparison on a Lot 1 bid vs Lot 2 bid basis. Similarly the Council will have absolute discretion on whether to award on the basis of a variant bid offer which may be judged on its own merits. Whilst the current preference is for a Lot 1 solution this may alter significantly dependent upon analysis of the tenders received.
