Tender description
The Contracting Authority gives prior notice of its intention to launch a procurement for the refurbishment and partial re-modelling of Maydew House incorporating all external landscape, statutory services and installations along with a roof top extension of an additional five stories incorporating 24 flats for open market sale along with 32 of the existing flats. The ground floor and upper ground floor will incorporate the integration of the local community “Bede Centre”. Further details of the procurement are contained in Section II.2.4) of this PIN. Maydew House is a 26 storey concrete framed tower block which has been stripped back to the existing frame. All soft and hard furnishings, services and windows have been removed and existing lifts have been decommissioned. Contract proposed includes a full and complete internal and external refurbishment of Maydew House incorporating all external landscape, statutory services and installations along with a roof top extension of an additional 5 stories incorporating 24 flats for open market sale along with 32 of the existing flats (Existing provisionally to be located on the top 8 floors located at either end of the corridor). The block will be empty for the duration of the works. The works will on the ground and upper ground floors further incorporate the integration of the local community “Bede Centre”. Further to the completion of the Maydew House refurbishment works, demolition of the existing Bede building and a new block of 87 flats will be constructed on the site. The contract will be let under a JCT Design and Build Contract 2016. Tender Process: This is a 2 stage tender process: Stage 1: (a) tenderers are to provide their requirements in relation to Overheads, Profit and Preliminaries on the project but also requires tenderers to price a base elemental schedule. This document will include quantities for the scheme and the rates are to be populated by the tenderers. This document will form part of the analysis for stage one and basis for agreeing the second stage of the tender with the preferred Contractor. Tenderers will also be invited to make an offer for the ownership of the 24 new flats and 32 existing flats, if they so wish, which will be covered by a separate Development Agreement; (b) at stage one of the process, design is available for Maydew House up to Stage 4+. The design for the Bede site is also at Stage 4+. Stage 1 will be evaluated 70 % price, 30 % quality. The cost evaluation will be sub divided to separately score: — overheads and profit, — preliminaries, — priced cost plan. Maydew House and the Bede site redevelopment will be scored individually. Stage 2: This will involve finalising the contract details with the preferred contractor following execution of the Pre-construction Services Agreement. Further details: As part of this PIN process we are seeking feedback from potential bidders on what they consider to be the most appropriate procurement route and whether exchanging the leases and sales of the 56 flats by discounting the works cost would form part of any offer or not. Appointments to discuss the project will be held on site at the Bede Centre, Abbeyfield Road, London, SE16 2BU between 10:00 a.m. and 4:00 p.m. on Thursday 13.12.2018.
