Tender description
A construction project to build a new multi-storey and surface car park. The forecast construction value is approx. 4 600 000 GBP (+VAT); the required construction completion date is estimated as October 2020 (to be confirmed). A design team has been appointed and will take the design beyond planning to the end of RIBA Stage 3. The procurement route is as follows: — single stage (construction) tender, — 2 stage (SQ and ITT) Restricted OJEU Procurement — Selection Stage (SQ) followed by ITT Stage, — NEC3 engineering and construction contract, main option A, — design and build contract, — it is intended that all designers are novated to the contractor. The requirement is for a construction company to be selected, appointed and to enter into contract with Wiltshire Council to work with the Council’s representatives and the current Design Team who will be novated to the appointed contractor (unless the Council agrees with the successful contractor this is not appropriate) to complete the technical design and and to construct and handover the completed facility by the end of October 2020. This PIN is not a call for competition for the purposes of Regulation 26(9) of the Public Contracts Regulation 2015 — a specific call for competition for this planned procurement is likely be published by means of a Contract Notice in Q3 2018. The purpose of this PIN is an early notification to the market of the Council’s intention to publish a contract notice for this project in Q3 2018. It is anticipated that contract will be awarded to the successful construction contractor in Q3 2019 with the project to commence immediately thereafter. Following this PIN and the receipt of Expressions of Interest, it is currently the intention of the Council to follow the Restricted route under the Public Contract Regulations (aka PCR) 2015 for the appointment of the Design and Build Contractor. There are no procurement documents to be completed at this time. Note: the period for the response to the contract notice might be reduced from 30 calendar days.
