Under Small Business Innovation Research (SBIR) Ireland, the national innovative pre-commercial procurement initiative run by Enterprise Ireland, Clare County Council is now publishing an SBIR competition with the title ‘Small Business Innovation Research (SBIR) Software Solution for Rural Transport Challenge’. Small Business Innovation Research (SBIR) falls under the category of pre-commercial procurement (PCP). PCP, as defined by the European Union, involves the purchase of research by a Government entity which is undertaken with the objective of stimulating innovation that the contracting authority or some other party may benefit from at a later stage when goods or services not currently available are developed from the outcomes of the research. Clare County Council is looking for a Software Solution for Rural Transport Challenge Clare County Council wants to improve communications between those willing to provide transport and those seeking transport. This will be achieved by addressing the current IT-based constraints that limit communications. These include • current technologies that lack portability, adaptability, connectivity and scalability • transport seekers/providers who are not so IT-savvy or face access challenges • mobile phone blackspots, • inadequate broadband coverage in areas Clare County Council is a Local Authority employing approximately 900 staff and managing the delivery of local government services across four Municipal Districts in the county (population 118,000) by way of:Economic development, Social Development, Physical development & Rural development This contract has been awarded to 2 Tenderers in no particular order: (a) Mobacar Ltd, Mobacar House, Muckross Road, Killarney, Co.
