The Regeneration and Business directorate are seeking to commission technical expertise to support our ambitious agenda in Central Bedfordshire and create a Consultancy Framework. Consultants will be expected to work in a blended way to support and provide capacity to our in-house teams adding value through coaching, training and peer review of current and future planning to realise positive benefits and within the ethos of a One Council approach for Central Bedfordshire. Technical and specialist advice and support Road and rail infrastructure policy and strategy advice Access and movement studies Network and junction modelling Traffic management and route planning Corridor studies Traffic assessment reports, sustainable travel plans Public transport studies Production of work carried in an appropriate format such as briefing notes reports or presentations Business case development support to recognised industry standards e.g. WEBTAG. Development of integrated growth and place strategies development of stakeholder engagement strategies and stakeholder engagement plans economic development strategy compilation and maintenance of evidence bases Undertaking economic and local demography analysis to inform commissioning of provision with particular focus on employment and skills Bid writing, project appraisals and financial and economic impact. Strategy development and review Financial modelling Intelligence of Local housing market — deep dive. Additional work to support the current Local Plan examination, due 2018/2019 Technical and specialist support to produce, update and test the evidence base that underpins any future work to refresh the Council’s Local Plan. Presentation to committee, appeal or any other appropriate forum. Planning application validation support. Planning enforcement support and capacity. Process improvement and redesign. Management and delivery of events, including securing the venue/logistics, attendance at events, exhibitors, sponsorship, guest speakers, invitations, school and employer engagement, all aspects of risk assessment and health and safety. social media campaigns; production of content marketing videos and/or photography; marketing collateral design and print; business promotions and wider communications; design and production of case studies celebrating local successes of inward investment, employment and skills; website design, maintenance and hosting, along with supporting CRM systems. Specialist flood risk management support to deliver the role of the Lead Local Flood Authority.
