Tender description
Transport for London (TfL) has a requirement to provide an Engineering Quality Monitoring (EQM) provision which encompasses vehicle inspection for London Buses, Dial-a-Ride vehicles and rail replacement buses inclusive of service records inspections and site examinations. TfL requires a contract to be put in place by 31.10.2018 and the service to commence by 1.11.2018. TfL is conducting a competitive tender for this contract for a duration of 3 years with an option to extend for up to a further 2 years at TfL’s sole discretion. TfL has a requirement to provide an Engineering Quality Monitoring (EQM) provision which encompasses vehicle inspection for London Buses, Dial-a-Ride vehicles and rail replacement buses inclusive of service records inspections and site examinations. EQM requires independent inspectors to carry out unannounced garage-based inspections of buses. The buses are fit for service but, for the duration of the inspection, are not needed in service. Scores will be assigned as a result of each inspection. These scores feed into performance monitoring of the bus operators’ on TfL's network. The work needs to be carried out by inspectors who are fully trained holders of the relevant vehicle class IRTEC Inspection Technician License (bus and coach), and who are wholly independent of the relevant operating companies. The inspectors must be fully conversant with relevant bus and Driver and Vehicle Standards Agency (DVSA) standards. This will ensure all bus operators are maintaining buses to the standard required by LBSL and are operating in line with DVSA recommendations. To participate in this opportunity the supplier needs to be registered on Procontract. The procurement process used to tender this requirement will be the Negotiated Procedure. The requirement will be tendered in accordance with the Utilities Contracts Regulations (2016). The procurement process is being conducted on behalf of Transport for London (TfL). TfL is a complex organization operating both as a Functional Body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services. The services may be provided to TfL and/or its subsidiaries and/or the GLA or any other authority that is subject to the requirements of Utilities Contracts Regulations (2016). It is anticipated that a contract will be awarded by TfL but any part of TfL and/or any of its subsidiaries may award Contract as appropriate. The Awarding Authority reserves the right to withdraw from the procurement process and may award a contract in whole, in part, or not at all as a result of the competition called for by this notice and the Awarding Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in sterling and all payments made under the contract will be in sterling. TfL and/or any subsidiary of TfL or the GLA may interview any or all companies who express an interest for tendering for this work.
