Tender description

Efficiency East Midlands Limited (EEM) is a procurement consortium which establishes and manages a range of Framework Agreements and Dynamic Purchasing Systems. Current members include: — Councils, — ALMO’s, — Housing Associations, — Hospitals, — Universities and Emergency Services. EEM wishes to procure and enter into a framework with multiple contractors, for the provision of an ultra-low emission vehicle charging infrastructure, including the supply and installation of electric vehicle charging points (slow/fast/rapid) and other related technologies. EEM is conducting this tender exercise on behalf of its contracting authorities to establish a Framework Agreement for an electric vehicle charging infrastructure to cover requirements in both domestic and commercial locations. The successful Contractors will be suitably qualified and have a wealth of experience to undertake the works required. The successful Contractors will be expected to provide contracting authorities with the supply, delivery, installation, commissioning and maintenance of electric vehicle charging points to their specifications, with the latest technology available and offering the most economically advantageous solution. The expectation of EEM contracting authorities is that the established framework will add value to their organisations by providing experience regarding the infrastructure to enable the charging of electric vehicles across their portfolio of parking areas (car parks, on-street parking), street trading locations, residential and commercial properties. It is envisioned that this framework will be utilised for retro-fit (where a charger is fitted to existing infrastructure i.e. lamp posts) or new installations (i.e. new build homes, offices, etc.). The framework will also offer knowledge of the latest industry-wide innovations and advances. The service will be on an “as and when required” basis and will include but not be limited to the items listed below. For the duration of the framework, the Contractor will be expected to offer the following: — Main requirement: — — electric vehicle charging points — wall-mounted, pedestal, lamp post-mounted, etc. — — protection barriers, — — signage, — — Charging leads, — — back office solution, — Related technologies: — — battery energy storage systems, — — Vehicle to Grid (V2G) systems, — — car port chargers (including solar), — — bus chargers, — — mobile EVCP chargers, — — EVCP test equipment, — — parking bay sensors, — — mobile apps. The framework is being procured by EEM on behalf of its members and the other organisations described as being Authorised Users.
