Summary of the work UK Export Finance requires a team to support the development of content, service design and accessibility for the Digital Trade Finance Service in Beta Phase. Expected Contract Length Two (2) Months (initial SOW will be for between 4-6 weeks) Latest start date Thursday 1 February 2018 Budget Range Maximum £30,000 (+VAT) Why the Work is Being Done The Digital Trade Finance Project is enhancing and improving UKEF's digital capabilities, and at the same time setting a template for the way that the organisation will build and maintain digital user-based services in the future. The service incorporates two existing online services. One internal, the other external, that have been created with certain resource constraints. Problem to Be Solved Content - Content passed by legal and business, but failing to help the user to achieve what they need to as easily as possible. Service has a small number of users who build up experience and tolerance for the systems eccentricities, but new users face a steep learning curve. Better content and in particular help content should improve this situation. Accessibility - One of the products has not been optimised to provide a good experience for accessibility users. The accessibility of the service needs to be assessed and improved so that it meets the expectations in the GDS Service Standard. Who Are the Users External Users: Employees in a limited number of UK Banks who use the service to send details of export deals to UKEF Internal Users: UKEF employees processing the submitted deals Early Market Engagement None Work Already Done Products are already in live Beta phase, but without consistent attention to content or accessibility standards through development Existing Team UKEF currently has a team of Developers, Testers, Business Analysts, other Stakeholders as well as a Product Owner and Delivery Manager, who have been developing the products over the last two (2) years. Current Phase Beta Skills & Experience • Proven experience of producing UK Government websites, and improving accessibility in-line with GDS • Proven experience in improving accessibility of an online product, preferably one based on Drupal (an open source platform) • Proven experience of applying GOV.UK styles to both interface and words • Proven experience of producing and iteratively improving content for a transactional service • Proven experience in researching user needs around content and accessibility for a transactional service • Proven experience in helping a service improve so that it passed a GDS Service Assessment Nice to Haves Proven experience in making content on a specialist or legal transactional website more understandable and consistent Work Location UKEF Offices, 1 Horse Guards Road, London, SW1A 2HQ Working Arrangments The team is expected to work at UKEF's premises for an intense period of a few weeks. Offsite work can be discussed. If invited to submit a proposal, UKEF would like the supplier to suggest the make-up of the team to be provided to solve the problem, however it is estimated the following skill-areas will need to be drawn upon: Content Design, Service Design, Front-end Development and UX Design - this is just for information at this stage of the procurement. Security Clearance CTC Level Clearance is required to work in 1 Horse Guards Road unescorted. Due to the short length of the contract, we will not facilitate the clearance process for any supplier resources that do not hold this clearance, and those resources will have to work on an escorted pass. Will accessibility testing be considered on its own please? No, we are looking for a supplier to provide the services of assessing and improving content, accessibility and service design. 2. Is it necessary to have CTC Level Clearance and will is disqualify us if we do not have it? We cannot disqualify a supplier because they (or their resources) do not hold a certain level of clearance. We have simply stated that CTC is the level needed to move about our building unescorted. For those that do not hold it, we can arrange escorted passes.The reason we state this on the requirements is purely for information, and would ask that if you are successful in this procurement, you notify us immediately of your resources' clearance status so we can make the necessary arrangements in time for the contract start date.
