Tender description

Network Rail intends to investigate market potential to proceed with the design, development, fabrication and deployment of a Video Analytics (Cross Clear Assist (CCA)) device at CCTV Level Crossings. The aim is to improve safety by reducing the number of trappings at CCTV crossings, using an add-on surveillance system. The aspiration for CCA is to assist the signaler by displaying coloured borders and highlights when an object is in the crossing area and to require an intervention if the object is unobserved by the signaler. After the closing date of this PIN notice, Network Rail may invite a few suppliers to meetings that will take place in Network Rail Milton Keynes premises. The reason for these meetings is to explore market potential and discuss the product specification in more detail in terms of feasibility. Network Rail will elect if a procurement event is published after meetings with suppliers have completed. Design, develop, fabricate and deploy an overlay video analytics system at CCTV level crossings. Current population of around 430 CCTV level crossings, which we anticipate at least 50 % of which can be fitted with CCA. An aspirational product specification has been developed by Network Rail which can be distributed on request for feasibility review and comment.
