Tender description
Summary of the work The Home Office are on a multi-year transformation journey to build the Enterprise Service capability. To support the transformation within Enterprise Services a technology partner is required to support ongoing strategy development, operating model implementation, strategic procurement support and vendor engagement alongside other infrastructure and platform related activities. Expected Contract Length 9 months Latest start date Monday 3 September 2018 Why the Work is Being Done The Home Office has a number of large programmes of work ending through 2019/20 that will require a standard, reliable and scalable systems architecture. The development of Enterprise Services platform capabilities will allow for the service transition from project and programme activity to a centralised core capability to provide; • Consolidated operations to provide holistic security and operational perspective on the systems landscape. • Optimised platform capabilities to converge cost, capability and platform services. • Reliable and assured operations with a reduced technology diversity, investment in standardisation and service integration. Problem to Be Solved Enterprise Services requires modernising to meet the needs of a modern application development and GDS driven technology landscape. The current application development practices and patterns lend themselves to a highly autonomous, software defined and integrated platform. The technology estate being used for platform development is a step change for the current operations teams and a level of transformation is required to; • Address the technology capability to support newer platforms. • Address processes and procedures to reduce friction in the deployment of systems and change. • Align technical strategy for data platforms. • Automate ITIL processes and integrate security services. Existing Team The Home Office has a small team (1 FTE) performing this role today. Please can you confirm if this role is inside / outside of IR35? This is an engagement for a team delivering an outcomes-based project. Our view is that this engagement is outside of IR35. 2. Is there currently an incumbent in the role? There is no current contract with an equivalent scope but Enterprise Services has received some Cloud Strategy advice via a service contract. The supplier will be required to review the existing knowledge base, including this Cloud Strategy. The expectation is that the supplier will be able to provide best-practice advice, guidance and examples which can help accelerate delivery, based in the context of the knowledge base and Cloud Strategy. 3. Please would the Home Office be able to confirm whether, through providing strategic procurement support and vendor engagement as part of this opportunity, the Supplier would be excluded from participating in any subsequent or concurrent opportunities that manifest as a result of this work? Yes, if, as part of its role to provide SI and SME services to the Home Office the successful supplier acquires substantial information which could provide it with an advantage, rendering unfair an otherwise genuine and open competitive procurement exercise and is unable to evidence the necessary controls to prevent any tender being submitted with benefit from the information. 4. Can you give an indication of the expected likely team size for this opportunity? We are not proposing to disclose the exact budget for this programme of work at this stage as we are looking to the market to confirm the team size and duration required to deliver the requirements. 5. Can you explain the 1% score for each essential skills and how this would be used in the overall evaluation? The scores for the essential skills will be weighted and taken forward to the proposal stage and will form 10% of the technical weighting. 6. Can you tell us what the expected team size would be? We are not proposing to disclose the exact budget for this programme of work at this stage as we are looking to the market to confirm the team size and duration required to deliver the requirements. 7. What is the estimated budget for this project? We are not proposing to disclose the exact budget for this programme of work at this stage as we are looking to the market to confirm the team size and duration required to deliver the requirements. 8. Can you confirm whether there is an incumbent working on this project or the wider programme? There is no current contract with an equivalent scope but Enterprise Services has received some Cloud Strategy advice via a service contract. The supplier will be required to review the existing knowledge base, including this Cloud Strategy. The expectation is that the supplier will be able to provide best-practice advice, guidance and examples which can help accelerate delivery, based in the context of the knowledge base and Cloud Strategy. 9. You refer to S* and O* facilities, can you confirm what this refers to? S is Secret, O is Official. These are classifications the Home Office and other central government departments are used to working in and we would expect the supplier to have a full appreciation of these and even be able to advise on the interfaces to other classification levels. 10. Can you please clarify what you mean by "security control requirements"? Do you mean: Physical controls, Procedural controls, Technical controls, Legal and regulatory or compliance controls or a combination? The reference to security controls is in particular reference to technical controls. We also operate secret and official classifications, so there is a need to consider additional technical and compliance controls related to operating in these environments. However, we would expect the supplier to have a view of all physical, procedural, technical, legal, regulatory and compliance controls and advise accordingly.
