Tender description

Contract Opportunity: Portsmouth City Council uses Oracle E-Business Suite Release 12.1.3 for Finance and HCM (HR, HR Self-Service and Payroll). We are looking to create a framework of suppliers of Financials and HCM Development on EBS for potential contract opportunities for EBS development over the next 12 months. We are looking to establish a number of suppliers that meet our experience and price criteria. Once we have established a list of suppliers and evaluated your bids we will award contracts for the immediate requirements. As and when new needs arise these will be published to the successful suppliers inviting bids which will be evaluated on price and proposed solution. We may ask for the submission of CVs to accompany subsequent bids to ensure the staff you deploy on later work are acceptable to PCC. Therefore, prices quoted for daily rates should be guaranteed until 19-Oct-2019. Should we choose to award a contract this may comprise all items of a sub-set of the immediate or subsequent requirements. Evaluation Criteria: 1. Oracle R12 Financials and HCM Development Experience (pass / fail) • You must be able to demonstrate at least 5 years of experience of delivering developments on Financials, HR, HR Self Service and Payroll on Oracle EBS. • You must demonstrate at least 3 projects on which you were the lead developer on R12 Financials or HCM development for a Local Government customer. • Provide 2 Local Government references for EBS development for either Financials or HCM development or both. • Provide CVs for any staff you intend to deploy on our initial requirements 2. Price • Please complete the 'EBS HCM Development Framework - Supplier Bids' document to show quotes for the immediate published requirements and ongoing daily rates. • Our preference is for work delivered on-site. Although off-site working is possible, it must be undertaken using a PCC supplied device and VPN connection for security reasons. • Please provide quotes for each of the immediate requirements. Please show fixed price or daily rate options where you can. Price should be listed on an individual item basis but please show any price breaks available for multiple items. Please include details of any price breaks offered on daily rates for future items based on a quantity of days' work. 3. Solution • Please provide details of your proposed solution. Subject to the experience criteria, your bids will be evaluated on price and solution against other supplier bids and this will be the basis for any award. Please provide a quote exclusive of VAT.
