Tender description

Derby City Council have identified an opportunity to construct an ice rink in Derby City Centre and have developed an indicative scheme on the Beckwell site. Prior to finalising the design, the Council are now seeking to appoint a rink operator to operate the rink once built along with signing off the design at key stages to ensure it conforms to the agreed facilities description. This procurement therefore is concerned with the procurement of the rink operator. — commercially driven operating solution, — leisure destination, — rink built by winter 2019/2020, — maintaining momentum. The proposed contract duration is for a 25 year lease. This will be dialogued and determined as part of the Dialogue procurement procedure. Further information is provided in a Descriptive Document that is available from the Eastmidstenders Portal Once appointed, the Operator will have a number of specific requirements they will have to deliver upon, including: Pre-opening requirements such as (but not limited too): — signing off the design at key design stages, — pre-opening services such as; staff recruitment, — training and HR set up, — drafting all operational policies and procedures, — set up of all banking and financial procedures and commission and test ICT systems. Operating requirements such as (but not limited too): — performance reporting, — information provision and availability, — equality and diversity, — inclusive fitness initiative, — opening hours, — activity programming, — booking system and ticket sales, — pricing, — marketing, — publicity and partner advertising, — food and beverage services, — staffing, — customer care, — implementation of a quality management system, — maintenance of buildings and plant/equipment, — cleaning, — health and safety management, — equipment, — access, — heating, — water (hot and cold installations), — ice rink pad, — legislation, — ventilation, — CCTV and security, — sustainability/environmental, and — energy management. Contract award will be conditional upon the Council obtaining all necessary approvals including from the Cabinet and any relevant Committees, Members and/or Officers to enable the project to proceed.
