Summary of the work This specialist will carry out the business analyst function within the project, Leading the prioritisation and creation of user stories for the MIBI delivery squad in delivery of the MIBI Solution within the DVLA. Specialist role Business analyst Expected Contract Length 1 year with the option to extend for a further 1 year Latest start date Monday 5 November 2018 Maximum Day Rate A maximum of £750 per day inclusive of T&S. Who Speclialist Work With Primarily with members of the MI BI solution squad within the DVLA. What Specialists Work On This specialist will carry out the business analyst function within the project, Leading the prioritisation and creation of user stories for the MIBI delivery squad in delivery of the MIBI Solution within the DVLA. They will work to the project and deliver • Capturing features, epics, user stories • Product backlog refinement • Sprint Planning • Daily Scrum • Sprint Review • Sprint Retrospective The Specialist will also align these user stories at a portfolio level with those of the MIBI delivery squad product roadmap by engaging with the other squads to ensure consistency and highlight dependencies. Skills & Experience • Provide evidence of (minimum 3 years) working effectively as a business analyst within an Enterprise-scale structures, as a leader and team player, in a technology based business environment. • Provide evidence of (minimum 3 years) having a proven ability to elicit , analyse and model complex business and operational requirements, and work with engineering teams through to implementation. • Provide evidence of (minimum 3 years) having excellent written and verbal communication skills, particularly the ability to communicate complex delivery matters simply and clearly too non-technical colleagues. • Provide evidence of (minimum 3 years) having excellent stakeholder management and communication skills, up to senior management level. Nice to Haves • Provide evidence of (minimum 2 years) In-depth and up to date knowledge of using Jira and Confluence in large scale portfolio deliveries. • Provide evidence of (minimum 2 years) In-depth knowledge experience of project delivery via Agile methodologies. Work Location DVLA, MORRISTON CAMPUS, LONGVIEW ROAD, MORRISTON, SWANSEA. SA6 7JL RLDC, Swansea Enterprise Park, Swansea. Working Arrangments The nature of the work dictates the location. Standard working week/hours to be managed by the Supplier as they see is appropriate. Security Clearance BPSS clearance required or be clearable, if SC clearance is required through the duration of the contract DVLA will sponsor. No. of Specialists to Evaluate 10 Cultural Fit Criteria • Evidence of advising in the leading of business analysis activities with a strong focus on the transformation of complex, high volume transactional digital services. (minimum 1 example) • Evidence of working with multiple stakeholders at all levels of the organisation, communicating effectively, establishing consensus and facilitating decision making, including senior executive levels (minimum of 1 example). Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Is there an incumbent in the role? There is no current incumbent 2. What is the IR35 status? We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. 3. Please let us know if it would be okay for the candidate start Mid November, given that all round of the interview have finished by mid-October. The latest start date DVLA has requested in the published DOS advert is the 5th November. 4. Does the maximum rate of £750 include VAT? No this is exclusive of VAT. 5. If the rate includes Travel and Subsistence, can you confirm how often travel will be involved and to which locations please? The role does not require additional travel outside of being located at Swansea. 6. Will you require a CV with the application? Yes, DVLA will request CV's at the shortlisting stage.
