Summary of the work This specialist will carry out the business analyst function within the project, Leading the prioritisation and creation of user stories for the API Gateway and File Sharing solution within the DVLA. Specialist role Business analyst Expected Contract Length 1 year with the option to extend for a further 1 year Latest start date Monday 5 November 2018 Maximum Day Rate A maximum of £750 per day inclusive of T&S Who Speclialist Work With Primarily with members of the API Gateway and File Sharing solution within the DVLA. What Specialists Work On This specialist will carry out the business analyst function within the project, Leading the prioritisation and creation of user stories for the API Gateway and File Sharing solution within the DVLA. They will work to the project and deliver • Capturing features, epics, user stories • Product backlog refinement • Sprint Planning • Daily Scrum • Sprint Review • Sprint Retrospective The Specialist will also align these user stories at a portfolio level with those of the API Gateway and File Sharing product roadmap by engaging with the other squads to ensure consistency and highlight dependencies. Skills & Experience • Provide evidence of (minimum 3 years) working effectively as a business analyst within an Enterprise-scale structures, as a leader and team player, in a technology based business environment. • Provide evidence of (minimum 3 years) having a proven ability to elicit , analyse and model complex business and operational requirements, and work with engineering teams through to implementation. • Provide evidence of (minimum 3 years) having excellent written and verbal communication skills, particularly the ability to communicate complex delivery matters simply and clearly too non-technical colleagues. • Provide evidence of (minimum 3 years) having excellent stakeholder management and communication skills, up to senior management level. Nice to Haves • Provide evidence of (minimum 2 years) In-depth and up to date knowledge of using Jira and Confluence in large scale portfolio deliveries. • Provide evidence of (minimum 2 years) In-depth knowledge experience of project delivery via Agile methodologies. Work Location DVLA, MORRISTON CAMPUS, LONGVIEW ROAD, MORRISTON, SWANSEA. SA6 7JL RLDC, Swansea Enterprise Park, Morriston Swansea. Working Arrangments The nature of the work dictates the location. Standard working week/hours to be managed by the Supplier as they see is appropriate. Security Clearance BPSS clearance required or to be clearable, if SC clearance is required through the duration of the contract DVLA will sponsor. Is there an opportunity to hold a question and answer session regarding the role? It would be feasible at the short-listing stage that a Q&A could be held, at this stage however, all Q&A’s are published for all potential Supplier’s visibility. 2. Please can you confirm whether or not this role will be inside/outside IR35 We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. 3. Is there an incumbent in the role and will they be re-applying through DOS? There is no current incumbent. 4. Is there a chance that the candidate can work from home 1 or 2 days a week? Yes, DVLA will consider the possibility of working from home 1 day a week, and as per the DOS advert, the standard working week/hours are to be managed by the Supplier as they see is appropriate. 5. Could you also kindly confirm the maximum number of specialists that each supplier is able to submit against this opportunity? There is no maximum, a Supplier can submit as any as meet the requirements and submit them individually. 6. Is the maximum rate inclusive of VAT? No the maximum rate does not include VAT. 7. As a consultancy, we may have many BA’s who would be interested in these 10 positions, how can I submit all their details at the same time? Please note there is only 1 Integration Business Analyst role available.
