Tender description

See Section II.2.4) This Notice does not relate to the award of a new contract but to the award of a modification to an existing contract in accordance with Article 72 of Directive 2014/24/EU of the European Parliament and of the Council and Regulation 72(1)(b) of the Public Contracts Regulations 2015. The contract modification addressed by this Notice is for the provision of additional IT service management and Virtual Desktop Infrastructure (“VDI”), telephony and GSI services under an existing IT outsourcing services agreement. The Contracting Authority is in the process of transforming and migrating its IT estate from 2 data centres provided by its existing supplier to entirely cloud based commodity services provided by a range of different contractors. The existing contract has already been extended in respect of: (1) data centre and hosting services, for 48 months, to enable the planned migration to be completed within the term of the existing contract; and (2) in relation to application maintenance services, for the same 48 month period, to enable the continuing provision of application maintenance services whilst the Contracting Authority transitions its current application and data hosting to the new cloud based solution. The award of this further extension, being the subject of this Notice, is to cover the provision of: (i) IT service management services for a period of 42 months insofar as such services are necessary for the previously extended data centre and hosting services and application maintenance services and to cover the same remaining period as those services are delivered prior to the authority’s transition to the new cloud based solution; and (ii) VDI, telephony and GSI services for a periods of 6, 3 and 1 month respectively, until such services can be properly transitioned to a new separately procured provider. Pending transition to the new cloud based solution the IT service management services are necessary in order to properly manage the provision of the other extended services (namely data centre and hosting services and application maintenance services) and the VDI, telephony and GSI services are required to ensure service continuity whilst the new provider is deploying and rolling out their solution. A change in contractor cannot be made for both technical and economic reasons as a change to a different contractor to deliver the extended services provided by the existing provider would result in the need to change from a number of management systems and processes which are proprietary to the current supplier, with an associated requirement to re-configure many elements of the continuing services to ensure interoperability with any new supplier’s solution, and changes to the associated service delivery models, which together would significantly increase the cost to the authority as compared with costs under the existing agreement. A change in contractor would result in a substantial duplication of cost as a result of changing the applicable management systems, processes and service configuration to accommodate an interim provider and then changing them again to be appropriate for the new solution and provider. The total estimated value of the services to be extended is 11 746 037,40 GBP excluding VAT (which covers a period of 42 months for the IT service management services and 6, 3 and 1 month for the VDI, telephony and GSI services respectively). The value of this extension is significantly less than 50 % of the total value of the existing IT outsourcing services agreement.
