Summary of the work SKYNET 6 System Design Authority Specialist role Technical Architect Expected Contract Length 24-months Latest start date Tuesday 2 January 2018 Maximum Day Rate £500.00 Early Market Engagement None Who Speclialist Work With The SDA will be required to work as and integral part of the SKYNET 6 Team and Report to the SKYNET 6 Project Manager. What Specialists Work On Review and Approval of Engineering Processes and products. Review and Approval of URD, SRD and Architectural Model Ensure adherence to JSP604 and wider ISS design pillar coherence Assurance that all engineering products are aligned with the core URD, SRD and Architectural Model. Ensurance and Assurance of Configuration Management of Engineering Products. Review and Assurance of Contractor documentation and products. Review and Approval of all IVVQ evidence and technical concessions and non-compliance recommendations. Ensure coherence across SKYNET 6 and SKYNET 5. Skills & Experience • Experience (3-examples of similar size and complexity to SKYNET 6 within the last 5-years) of acting as a System Design Authority - 14% • Current and Recent Experience in the design and development of Military SATCOM end-to-end Systems - 12% • Current experience in assurance of requirements development (URD, SRD and Architectural Products) processes and documentation to assure alignment with ASG and SE best practice including the configuration management - 13% • Current experience in the review of evidence related to all stages of satellite Design, Manufacture, Assembly, Integration and Test of satellite systems ensuring compliance with IVVQ documentation - 14% • Current and recent experience of design features and modes specific to military satellite systems required to deliver a range of military services - 12% • Current and recent experience ECSS Processes including, but not limited to, quality, design and product selection - 12% • Current and recent experience in the Assurance of Design, Supply Chain, Products and Solutions and the sentencing and approval of concessions and the provision of non-compliance recommendations - 12% • Experience (3-examples of similar size and complexity to SKYNET 6 within the last 5-years) of the development and evaluation of various delivery options and architectures - 11% Nice to Haves • JSP 604 or equivalent related or applicable to end-to-end system and service design including a SATCOM element - 42% • DEFSTANS or equivalent related or applicable to end-to-end satellite design, manufacture,assembly, integration and Test - 58% Work Location Corsham Working Arrangments The individual will be required to work as part of the team on the floorplate. The individual will require good communication skills and be able to deliver to performance and time. The individual will require access to systems only available on the floorplate and will require daily interaction with the other team members and the wider ISS Community. Security Clearance "SC minimum UK National (Access is required to nationally sensitive information)" Additional T&Cs Standard Contract No. of Specialists to Evaluate 3 Cultural Fit Criteria • The specialist will be required to effectively communicate with a range of stakeholders to obtain and facilitate the flow of information between SKYNET 6 and other Authority Bodies 27% • Whilst working within a framework and a coherent plan the specialist will be expected to be self motivating and meet deadlines without constant monitoring and chasing - 25% • The specialist will be required to generate ideas and solve problems associated with balancing the need to migrate and evolve and the need to sustain service delivery - 27% • Working in a multi-disciplinary team. An effective team player is essential and the SKYNET 6 Team is small and everyone is expected to be an active team player - 21% Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Is there any flexibility on that rate? Yes, the maximum day rate will now be capped at £850.00. 2. Will this be inside or outside IR35? This requirement is inside of IR35. 8. What is the lead time for feedback once the application is submitted? This is variable and dependent on supplier responses received as part of the DOS process. 9. Will this role be within IR35? This requirement falls inside of IR35. 10. Any chances of change in start date as the latest date mentioned is Tuesday 2 January 2018. This is a planned date based on the DOS Framework Guidelines and an assumed number of bidders. An actual start date will be agreed at the final stage. 11. What are the other expenses which will be paid? Duty Travel expenses will be agreed with the Authority on a case by case basis. 12. Any specific format (pdf,doc) in which CVs to be sent later? Work Histories will be requested once shortlisted suppliers have been selected. 13. Is occasional remote working allowed? Occasional remote working could be permitted on a case by case basis but is not to be the norm. 14. What technologies will the consultant work on or should have experience with , please give detail. All aspects of an end to end satellite systems technologies. 15. Is there any travel involved in this role and will the travel expenses be paid? Travel will be required within the UK mainly in the south of England including London and Greater London, Portsmouth etc. 16. Is the rate inclusive or exclusive of VAT? This rate is VAT exclusive. 17. If the candidate does not have clearance, will you sponsor the process? The Authority would sponsor the DV clearance as it is role specific however it would be for the supplier to pay for the clearance.
