Tender description

The Deptford Lounge is a successful multi-purpose building that sits next to the Tidemill Academy and offers, among other services, public library facilities, community, art and cultural opportunities, café and flexible hireable spaces. The London Borough of Lewisham is looking for an enterprising organisation to take on a 5 year contract and licence for the Deptford Lounge with an option to extend this for a period of up to a further 5 years at the discretion of the Council. The contractor will be required to provide comprehensive centre management and facilities management services for the Deptford Lounge and Tidemill Academy, whilst ensuring a compliant building and safe environment for pupils, users, service providers and staff. The Council wishes to see the Contractor further develop the Deptford Lounge Community, Arts and Cultural branding. Working towards and adhering to key national, regional and local strategic policy. Lewisham Council is seeking to award a contract for Deptford Lounge Centre Management for Arts, Culture and Community Services as well as the Facilities Management for Deptford Lounge and Tidemill Academy. The contract will be for a period of 5 years with an option to extend for up to an additional 5 years. The contract will be for an estimated GBP 351 018.9 per annum/GBP 1 755 456 over 5 years. If the contract extension period is taken up the contract will potentially be for a sum of GBP 3 510 892 over 10 years. The Service Provider is required to generate income to offset the costs involved in managing and maintaining the Site. An annual Surplus Share mechanism will be applied in relation to any excess surplus income generated at the Facility. The percentage split for the Surplus share is 20/80 the Council/Contractor, for income generated above GBP 125 000 per a financial year. The contractor must provide a plan of the use of the Councils 20 % surplus share to reinvest in Deptford Lounge to deliver activities, purchase resources and building improvements. The tender exercise will follow the OJEU Open procedure.
