Summary of the work Lead and develop the emerging community of product owners/managers in ONS. Coach other stakeholders in the responsibilities, authority and autonomy of Product Owners Specialist role Product manager Expected Contract Length six - nine months Latest start date Thursday 1 March 2018 Who Speclialist Work With Mainly with the 20 or so product owners within ONS but also with the delivery teams and senior stakeholders with whom they engage to ensure the responsibilities, authority and autonomy of the PO role is understood What Specialists Work On • Validate the ONS Product Owner (PO) role description against the Digital Data and technology (DDaT) government product Manager role(s), • Define the capability levels for POs to include options for assessment against those levels • Work with each PO to assess their skills and experience against these levels • Develop a blended approach learning path for the community with clear consolidation activities • Coach others eg SROs, project managers on the responsibilities, authority and autonomy of the POs and approach to backlog prioritisation • Coach POs to make informed decisions backed up by insight from research, data and analytics Skills & Experience • Have strong verbal, written and visual communication skills that are tailored to the needs of the audience. • Have product manager/owner experience (from undertaking the role) from a government (or similar) organisation, ideally at a senior level. • Have experience of coaching and mentoring with the demonstrated desired to change how the organisation works. • Have practical experience of working as part of an agile delivery team, and a good understanding of agile working as defined by the GDS Digital Service Standard manual. • Have experience in a variety of disciplines; at least two of - digital and technology, user research, analysis, user experience design, development approaches and business. Work Location Work will be based mainly in Newport, South Wales but there will also be a need to guide product owners in Titchfield, Hampshire Working Arrangments As this is a coaching/mentoring and education delivery role the service must be provided on-site. What is the IR35 status for this position? The role has been assessed as outside of scope of IR35. Once the role has been awarded, ONS will send the PDF ESS outcome document. 2. Please can you advise what the budget for this post is? This will be dictated by current market rates for this requirement. 3. How much time is it likely the successful candidate be required to spend in Hampshire and will travel/ accommodation expenses be covered? The role will be mainly based on the Newport site with occaisional travel to ONS' Titchfield Office. Expenses will be reimbursed in line with ONS Terms and Conditions and T&S policy. 4. Will there be any opportunities for remote working? There will be some flexibility in remote working, but days are required at main location due to the nature of the requirement.
