Tender description
The MCA are seeking surveys of a higher quality and richer in information than have been provided as a standard survey to date through their incumbent communication’s provider utilising the regulated Openreach survey service. MCA has identified that most Telecoms Service Providers in the UK will need to use BT Openreach’s infrastructure for all or part of the last mile delivery to their Remote Radio Sites (RRS) and therefore seek to de-risk the forthcoming network procurement for both MCA and Openreach by performing the physical site surveys for these sites ahead of the main network procurement. The aim being to provide some certainty of capability and costs with regards to physical Excess Construction Charges and thus avoid any future ‘subject to survey’ pricing issues with the winning Telecoms Service Provider. Placed using the negotiated procedure without publication pursuant of Article 32 (2) (b) (ii) of Directive 2014/24/EU (Reg 32 (1) (b) (iii) of UK PCR 2015. The Crown Commercial Service, acting as managing agent for the Maritime Coat Guard Agency, proposes to extend the duration and value of the Contract for the Provision of MCA Site Survey. It is considered that this Single Tender Action can be placed using the negotiated procedure without publication pursuant of Article 32 (2) (b) (ii) and (5) of Directive 2014/24/EU Regulation 32 (1) (b) (iii) of UK Public Contracts Regulations 2015. It is unrealistic for another contractor to provide the external assistance and complete the provision of these site surveys in the timescale required, which will impact on achieving the project output. It would be impractical for a different candidate other than the chosen economic operator to achieve the required outputs and targets of the project by the end date of 30th August 2018.
