Tender description

Why the Work is Being Done The College is replacing its candidate assessment/administration system. The vision is to provide an efficient and flexible national system for managing examinations and assessments within the police service that will give confidence to candidates, police forces and the College of Policing and enable the delivery of excellence. We are seeking submissions from potential suppliers to gather further detail about the costs, timescales and delivery methodology for such a programme of work. Information from these submissions will support the business case to be presented to the CoP Executive team to secure approval to national system replacement and development. Problem to Be Solved A full set of user requirements has been included as part of the RFI documentation pack. But generally speaking at a high level we need: Functionality Enable scheduling of assessment events Enable force self-service to manage attendees and endorsements Enable candidate self-service to manage assessment centre bookings and personal information (as well as tracking of scores / outcomes) Manage logistics of running an assessment including communications with stakeholders Enable assessments (and moderator feedback) to be delivered digitally Enable assessor booking and matching Integrate with other policing systems so that the transition from ATS to Enable examination content management and delivery Who Are the Users Applicants to police forces. Members of police forces undertaking knowledge based exams. Members of police forces undertaking assessment centres. Force and college administrators Super user administrators Assessors Please see RFI pack for full set of user requirements Early Market Engagement We have conducted discovery work and several user workshops and have prioritised user stories for Alpha prototyping, as well as speaking to other public sector organisations. Wireframes for a potential system solution have been produced. Work Already Done User engagement workshops undertaken, vision and user stories/personas created. RFI documentation must be sent to Roy Bean by 5pm on 5th October 2018 Skills & Experience Digital Design Experience: Extensive experience in producing creative and innovative digital solutions in a complex online environment, demonstrating the ability to think in challenging situations. Ability to think creatively and deliver appropriate UX concepts. Proven understanding of accessibility issues relevant to digital design. Thorough working knowledge and understanding of HTML5 and CSS as well as proven experience in developing integration solutions across systems. Extensive experience of developing systems to support assessment, examinations and where possible, experience in developing Applicant Tracking Systems (ATS) Nice to Haves Knowledge across the digital design sector applying research in new design technologies to the benefit of the team, projects and services. Ability to present creative ideas, concepts and treatments to production team and clients. Strong experience of applying College of Policing UX Design standards against branding guidelines and style guide. Understanding of College of Policing products and services.
